Last June, California climate and environmental justice groups celebrated a victory a long time in the making. After an opposition campaign that built alliances across movements, turned out supporters to hearings and generated 50,000 public comments, a company gave up plans that threatened to wreak havoc on the state’s forests. The corporation behind the defeated project, Golden State Natural Resources, or GSNR, proposed building two mills in Northern California’s Tuolumne and Lassen Counties to turn wood from nearby forests into pellets to be burned for fuel.

The global biomass energy industry will triple by 2030, increasing woody biomass supply from monoculture plantations by 13 times and woody biomass supply overall by three times, according to a new report Burning up the Biosphere: A Global Threat Map of Biomass Energy Development released on Monday 18 November by the Biomass Action Network of EPN International. The natural forests which supply the wood burnt for energy production will suffer from intensified logging, degradation, and plantation conversion, exacerbating both the climate and biodiversity crises and adversely affecting communities throughout the global supply chains.

Countries must find real solutions for climate action and climate finance and reject false solutions such as biomass energy, says the Biomass Action Network as the 29th Conference of the Parties (COP29) to the UN Climate Convention is set to open in Baku, Azerbaijan, on 11 November. COP29 will focus on finance, as did the Biodiversity COP16 which was suspended last weekend due to the lack of agreement. Developed countries refuse to commit to sufficient financial support for developing countries. Instead, they promote false solutions like centralised (large scale) biomass energy.

Inside the building, timber company representatives, investors and others involved in deciding the fate of forest ecosystems were meeting for an event called CANOPY: Forests + Markets + Society. Billed as “the premier annual event on institutional forestland investing,” CANOPY is a conference whose 2023 attendees included Weyerhaeuser, Boise Cascades, biomass energy giant Drax and J.P. Morgan.

The port of Longview, Washington has served as a bustling hub of commerce for more than a century. Ships carrying everything from grain to wind turbine parts pass through it every day headed for distant places — but it’s to the timber industry that Longview owes its existence. Located at the confluence of the Columbia and Cowlitz rivers, this town of 38,000 was founded by the Long-Bell Lumber Company in the early 1920s to house workers at its nearby mills. Today the community is at the center of a political debate with immense implications for the region’s forests. Longview is one of at least four locations on the U.S. West Coast where companies hope to begin manufacturing wood pellets — compressed wood used as fuel for power generation or home heating — for export on an industrial scale.

Environmental groups today celebrated the enactment of Massachusetts’ new climate law, An Act Driving Clean Energy and Offshore Wind, which will expand clean energy development and end renewable energy subsidies for wood-burning power plants. The new law makes Massachusetts the first state in the nation to remove woody biomass from its Renewable Energy Portfolio Standard (RPS). While there are only two small biomass plants that currently qualify for MA’s RPS, that number was poised to balloon as a result of imminent changes to the program advanced by the Department of Energy Resources (DOER). By removing woody biomass from the RPS program altogether, the new law will prevent DOER’s rule changes from going into effect.

Hundreds of scientists are urging lawmakers to oppose legislation that would encourage wood burning or logging as potential climate solutions. The science doesn’t support it, they say. Last week, more than 200 scientists from 35 states sent a letter to members of Congress outlining their concerns. “We find no scientific evidence to support increased logging to store more carbon in wood products … as a natural climate solution,” they wrote. “Furthermore, the scientific evidence does not support the burning of wood in place of fossil fuels as a climate solution.” In recent years, members of both Congress and the Trump administration have proposed various measures that would define biomass burning as a carbon neutral energy source.
