Young people in the U.S. have won a major unsung victory: Starting in December, they will no longer be required to register or report their addresses for a possible military draft. But Congress has given the agency tasked with “readiness” for a draft a second chance to find a way to sign young men up for a future draft involuntarily and “automatically.” To understand how this victory was won and how young people and their allies can fight the plan for “automatic” registration, we need to look at 45 years of forgotten history of draft registration and resistance during a time when there was no active draft.

Decades of quiet and spontaneous but widespread and sustained noncompliance by young men in the U.S. with the requirement to register with the Selective Service System (SSS) within 30 days of their 18th birthday, and to and to report within 10 days each time they change their address until their 26th birthday, have rendered the registration database less than useless for an actual draft. The success of draft registration resistance in preventing a draft is one of the most significant ongoing victories of nonviolent direct action against war and for youth liberation. But that victory remains incomplete.

Two weeks ago, the ruling class made a decision against the will of the people, taking the first steps toward reinstituting the draft by passing automatic registration targeting males between the ages of 18 and 26. In other words, they intended to send working-class youth to their deaths as they have done for centuries. None of this is new. The capitalist class has always exploited every tool at its disposal to push young people into the military, to carry out the violence of the state against our comrades in the Global South. One of the most powerful of these tools has always been nationalism, convincing working-class youth that it is their patriotic duty to enlist and “spread democracy,” which is nothing more than a dog whistle for U.S. imperialism.

This year the U.S. government is preparing for the largest change in its system of military conscription since 1980. Instead of requiring young men to put their names and addresses on a list to be used in the event of a draft, the government plans to try to register potential draftees “automatically” by using data from other Federal agencies, starting in December 2026. Trying to register young men “automatically” won’t produce a list that can reliably and provably deliver induction orders. But it will produce a database that’s vulnerable to misuse for unrelated purposes.

Germans Are Not Falling In Line For The New Military Draft

On Dec. 5, the German Bundestag gave its final approval to a law that, beginning in 2026, will require all German men to fill out a registration form for military service when they reach age 18. Responses to the questionnaire will be used to generate a list of potential draftees to be used if military conscription is activated. On the day of the vote in the Bundestag, 5,000 people attended an anti-draft march in Berlin , with thousands more rallying in Hamburg and other cities. A School Strike Against the Draft also involved students in at least 90 cities and towns throughout Germany.

Our government is planning a big draft, conscripting millions of young Americans for an even bigger war! I call to your attention a Democratic amendment to the National Defense Authorization Act (NDAA), which was slipped into the almost trillion-dollar Pentagon war spending bill, by voice vote, in the House Armed Services committee. This amendment is in the NDAA legislation and there is no pending amendment to strip it from the bill. So, when the NDAA passes, as early as this week, Congress will have taken steps to make automatic conscription the law of the land. Why an automatic draft? Members of Congress and the President have an obligation to explain to the American people to which foreign land will their sons, and perhaps their daughters, be sent to die?

The war in Ukraine resuscitated a certain dangerous fascination for war. Notions such as patriotism, democratic values, “the right side of history,” or a new fight for freedom are mobilized as imperatives for everyone to take a side in this war. It is not surprising then that a large number of so-called foreign fighters are willing to go to Ukraine to join one side or the other. I met a few of them recently at the Poland-Ukraine border, where I was conducting interviews with a Norwegian film crew of soldiers and foreign fighters who were either entering or exiting the war zone. Some of them actually never got to fight or be “recruited” as they lack military experience or proper motivation. It’s a mixed group of people, some of whom have spent years in the military, while others only did military service.
