Five Year Plans

Burkina Faso Launches Five-Year Plan

Burkina Faso launched its 64-billion-dollar National Development Plan (NDP) for 2026–2030, earlier this week on March 9. The plan is one of the largest economic programs ever proposed in the Sahel. About two-thirds of this money will be raised domestically from the revenues generated by state-owned enterprises and through citizen shareholding programs. “Using our sovereign resources, we can sustainably transform our economy and improve the lives of our people,” insisted Finance Minister Aboubakar Nacanabo, highlighting the significance of this break from the previous regime’s reliance on external funding.

Defying Sanctions, Advancing Socialism: DPRK’s Ninth Party Congress

The 9th Party Congress of the Workers’ Party of Korea is now underway. Held every five years, the Congress can be regarded as the Democratic People’s Republic of Korea’s (DPRK) most significant political event. A total of 5,000 delegates and 2,000 observers elected by party organizations from across the country are now gathered in Pyongyang for the event. As preparations for the Congress took place across the country in recent weeks, they were accompanied by celebrations of the successes of the last Five Year Plan, adopted at the 8th Party Congress in 2021. In the past month, completion ceremonies have been held for 21 local projects across the DPRK’s rural communities, ranging from the massive Sinuiju Greenhouse Farm to new factories and hospitals.

Communist Party Of China Opens Deliberations On 15th Five-Year Plan

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) began this Monday, October 20, in Beijing, with the agenda focused on drafting proposals for the 15th Five-Year Plan (2026-2030) for the country’s economic and social development. The discussion of the five-year plan at the Fourth Session represents a change in the usual calendar, as this discussion normally takes place at the Fifth Plenary Session. The change may have occurred due to the delay of the Third Plenary Session, which did not take place until August 2024. Following the usual calendar, it was expected to take place in 2023.

China’s Five-Year Plans Democratic, People-Centred And Grounded In Material Reality

In a wide-ranging interview with Global Times, Friends of Socialist China co-editor Carlos Martinez describes China’s Five-Year Plans (FYPs) as democratic, people-centred, and grounded in material reality. He emphasises that China’s success in planning stems from its ability to align governance with popular needs and long-term strategy. “China is known globally for its effective governance and for its record of keeping its promises”, he notes, citing the 13th FYP’s targeted poverty alleviation campaign as a key example of practical planning based on extensive grassroots research. Carlos stresses that these plans are not top-down decrees but involve widespread consultation, making them highly democratic and responsive to the needs of the people.
