Delaney Hall ICE Detainees Take Aim At GEO Group’s Bottom Line

GEO Group’s Delaney Hall in Newark, New Jersey, runs on immigrant labor. Detainees cook, clean, and repair the facility for as little as $1 a day and sometimes for nothing at all. So when 300 migrants imprisoned in Delaney Hall went on a hunger and labor strike last Friday over conditions they likened to physical and mental torture, they were taking aim at GEO Group’s bottom line. Executives at the for-profit public corporation can keep their overhead low and their profits high by hiring as few employees as possible and shifting essential jobs to people who have no choice but to do them for free.

Immigrant Detainees Strike Over $1 A Day Pay, Working Conditions

At two federal detention centers in California, more than 50 immigrant workers are on strike over unsafe working conditions and low wages. “We are being exploited for our labor and are being paid $1 per day to clean the dormitories,” said strikers at a central California detention center in a June statement received by public radio station KQED. Detained workers, known as “housing porters,” participate in a supposedly volunteer working program while locked up. They use their earnings to pay for the exorbitant cost of phone calls and commissary items like dental floss and tortillas. “They are compelled to do this,” says Alan Benjamin, a delegate to the San Francisco Labor Council who heard directly from striking workers during a call with the labor council. “It's not voluntary; it's compulsory work, without proper sanitation and equipment.”

Deportation flights are a big business. Typically these flights are managed by ICE Air Operations – yes, ICE has its own airline. The chain of responsibility runs like this: Immigration and Customs Enforcement’s (ICE’s) office of Enforcement and Removal Operations (ERO) is the entity responsible for deporting people. ERO oversees ICE Air Operations. ICE Air Operations owns none of its own planes. So, ICE signs a contract with a private vendor to coordinate removal flights. The company that has the current contract is Classic Air Charter. For managing ICE Air Operations from October 2017 through the end of September 2022, CAC’s contract is potentially worth $739 million. Classic Air Charters doesn’t actually fly the planes either – that would be too easy.
