Community Activism Made Camden A Model Of Police Reform

In 2025, Camden, New Jersey – a city of about 72,000 residents that sits across the Delaware River from Philadelphia – experienced its first homicide-free summer in nearly 50 years. The city ended the year with 12 homicides – a stark drop from 2012 when it recorded 67, a per capita rate 18 times the national average at the time. I’m a professor of criminal justice who wrote a book on police reform efforts in Camden over the last 15 years. The stunning turnaround in violent crime has led Camden and its newly formed Camden County Police Department, which was established in 2013 and replaced the Camden City Police Department, to be hailed as a model of reform.

What Can Cities Learn From Baltimore’s Decline In Violence?

When Baltimore Mayor Brandon Scott proposed his signature violence reduction strategy in 2021, he was asking community members to believe that an effort that had already failed — twice — could work if the city tried again. Baltimore had tried versions of the strategy, known as focused deterrence, in the 1990s and in 2014. The approach — often oversimplified as a “carrot-and-stick” tactic for violence prevention — aims to identify the small number of people most likely to be involved in shootings and offer them both help and the promise of legal consequences if violence continues.

Forensic Failures: 36 Police-Custody Deaths Should Have Been Ruled Homicide

An unprecedented independent audit found that 36 deaths in police custody over a two-decade span in Maryland should have been ruled homicides by the state’s top medical examiner, a stinging rebuke of Maryland‘s past efforts to investigate the deaths of those once held by law enforcement. The yearslong audit, shared exclusively with The Baltimore Banner ahead of Thursday’s release, cited a likely reason behind the massive failure: racial and pro-police bias in the work of the state’s Office of the Chief Medical Examiner, which had been led for nearly 20 years by Dr. David Fowler. Before the audit, the deaths had been classified as accidents, natural causes or simply undetermined.
