What’s Behind The French ‘License To Kill’ bill?

Over 100 protests took place across France during the weekend of September 19-20, as left parties, grassroots organizations, and human rights associations mobilized against a new law on use of force by law enforcement. Dubbed the “License to Kill” bill by progressives, the legislation presumes that police and gendarme officers who draw their firearms do so legitimately unless proven otherwise. Despite a petition against the law collecting over 730,000 signatures in a matter of weeks, the French government – backed by the votes of the far-right National Rally – forced the proposal through the National Assembly on July 7.

Over the past two years, the Israeli Knesset has passed dozens of new laws, the cumulative effect of which is to further entrench and deepen Israel’s regime of apartheid and repression over all Palestinians under its control – both in Israel and in the Occupied Palestinian Territory (OPT). Adalah’s new report, "Post-7 October: A New Wave of Anti-Palestinian Israeli Laws", reviews key legislation passed between 7 October 2023 and 27 July 2025. The laws span multiple themes, including freedom of expression, protest, and thought; the right to citizenship and family life; equality and social rights; and the rights of detainees and prisoners.

The Center For Constitutional Rights And Palestine Legal Filed An Amicus Brief In The Fifth Circuit Court Of Appeals In Support Of A Lawsuit Seeking To Strike Down A Texas Law That Requires Government Contractors To Pledge Not To Engage In Boycott, Divestment And Sanctions (BDS) Campaigns For Palestinian Rights. After A Court Blocked An Earlier Version Of Texas’s Anti-Boycott Law Following Lawsuits From Individuals With State Contracts, Texas Amended The Law To Exclude Companies With 9 Or Fewer Full-Time Employees And Contracts Under $100,000. While The Revised Law Mooted The Previous Lawsuits, Its Underlying First Amendment Challenges Remained. The Center For Constitutional Rights And Palestine Legal’s Brief States That The New Texas Law Still Violates The First Amendment And Unconstitutionally Targets Protected Political Speech In Support Of Palestinian Human Rights.
