For Gayle Pezzo, it started with the snowplows. In the fall of 2018, following a winter distinguished by the biggest snowfall in years, the town of Colchester, Vt., stopped plowing the nearly five miles of roads that snake through Westbury Mobile Home Park, where Pezzo, 72, lives. She and her neighbors were furious that the local government could simply withdraw its services and leave the park in the lurch. According to the Colchester Selectboard, the town’s five-member governing body, clearing Westbury’s roads was not the responsibility of public plows. They had decided that Westbury was a private residence — in effect, one with a long, rambling driveway that happened to shelter 250 working-class Vermont families.

New Law Gives Mobile Home Residents A Chance To Buy Their Parks

A mobile home park in Moses Lake is up for sale and a new state law assures residents a shot at buying the property. In the past they might’ve never known it was on the market until after it was sold. Owners of North Pointe notified residents on July 17 that they are looking to sell the 25-space mobile home park. This started the clock on a process providing those living there and eligible organizations approved by the state Department of Commerce an opportunity to compete with other potential buyers. That chance is etched into a law that took effect Sunday and is intended to help preserve this stock of affordable housing.

The Cost of Not Going Co-op

At most landlord-owned mobile home parks, residents live in a property owner’s fiefdom, with no control over how their community is managed. While residents usually own their homes, they must pay rent on the land that the home is on, and face annual unfettered rent increases with not a semblance of tenant protection. Despite their name, many mobile homes are often immobile after sitting in place for a few years; any attempt to move them could potentially lead to major or even complete structural damage. Cooperative ownership offers a way for residents to not only have a say in their community’s decision-making, but also to prevent rent hikes and keep their housing costs affordable. Compare the space rents in two California parks over 27 years: Leisureville, which residents purchased and transformed into a cooperative; and Rancho Yolo, a mobile home community where the owner refused to sell to the residents.
