Queen Shabazz became an activist three decades ago, when her young son contracted lead poisoning in their rental home. She soon learned that “lead wasn’t the only problem out there”: her low-income, disinvested community in Petersburg, Virginia, contends with more than its share of environmental hazards — from air pollution to toxic waste. Increasingly, those hazards are compounded by climate change. As the planet warms, Petersburg is experiencing more flash floods, as well as power outages that last for days.

The crisis of mass incarceration is about more than the conduct of police officers—it’s a question of public expenditures, and how pouring taxpayer money into incarceration at the expense of other, more humanizing ventures takes a toll on society at large. As public schools and public health programs across the nation grapple with a host of preventable problems arising from underinvestment, state and local governments across the nation spend over $200 billion each year on prisons, jails, and police. Now, a new report from the Justice Policy Institute, “The Right Investment 2.0”, takes a detailed look at the “downward spiral” low-income, predominately Black and Brown communities across Maryland are forced into by this imbalance in public expenditures.

Growing up in Chicago’s East Garfield Park neighborhood in the 1960s, Annette Britton spent a lot of time on Madison Street. She picked up produce for her mother at N&S Certified Food Mart, skated at the Albany roller rink and went to movies at the Imperial Theatre. A neighborhood pharmacy, Sacramento Drugs, not only filled prescriptions but served customers ice cream at a diner in back. Durham’s, an appliance store, sold washing machines and refrigerators. Back then, stores, often with apartments above them, lined Madison Street from downtown west to the city limits.
