Hannibal Directive

Israel’s Government Issues ‘Death Sentence’ To Remaining Captives

In June 2024, after Israel’s army slaughtered over 200 civilians in Gaza’s Nuseirat Refugee Camp, including several execution style killings to extricate a hostage, Noa Argamani, the Al-Qassam Brigades announced a new policy: if Israel soldiers came too close to areas where captives were held, the prisoners would lose their lives. Israel’s refusal to heed this policy led to the killing of Hersh Goldberg-Polin and five others just over two months later. Now, in a fit of desperation, after failing to force the hand of Hamas through imposed famine and previous campaigns of military pressure, Israel’s security cabinet has approved plans to ethnically cleanse the whole of Gaza City and occupy urban areas where captives might be located.

Bibas Family Threatens To Sue Israeli Government

The relatives of an Israeli family killed while in Hamas captivity in Gaza have demanded the government stop making statements attributing blame for the killings of their loved ones, threatening to “take all legal measures at their disposal” if the Netanyahu administration refuses to comply. The request came three days after a declaration by Israeli army spokesman Daniel Hagari that Palestinian “terrorists” had “deliberately” killed two young members of the Bibas family “with their bare hands.” Lawyers representing surviving members of the Bibas family have accused government ministries of seeking to exploit their plight for propaganda purposes

Israeli Army’s Probe Further Confirms Implementation Of Hannibal Directive

A top-level internal probe of the Israeli army's failures on 7 October 2023 has reaffirmed that the air force was ordered to carry out the Hannibal Directive a few hours after the Palestinian resistance in Gaza launched Operation Al-Aqsa Flood. The Hannibal Directive is a long-standing Israeli military protocol aimed at preventing the capture of Israeli hostages, even at the risk of their lives. According to the report, at around 10:30 am, the air force began firing on “anything that moved” near the Gaza border.

This doctrine was developed by Daniel Bethlehem, legal advisor to Benjamin Netanyahu and then to British Prime Minister Tony Blair. It postulates that states are entitled to preventive self-defense against an “imminent” attack. The difficulty here is to determine the “imminent” nature of an attack, which implies that the terrorist action is close in time and that there is a body of evidence to confirm it. In February 2013, NBC News released a Department of Justice “White Paper” defining “imminent:” The imminent threat of a violent attack against the United States does not require the United States to have proof that a specific attack against American persons or interests will take place in the immediate future.

ZAKA: Israel’s Very Own ‘White Helmets’

ZAKA, the Israeli volunteer-based religious organization that gained notoriety for its role of collecting bodies after the events of 7 October, is once again under the spotlight. An explosive report by Haaretz last week exposed the group’s “cases of negligence, misinformation, and a fundraising campaign that used the dead as props.” More notably, the report provided new details suggesting ZAKA might not be a genuine volunteer organization, but rather a front for the Israeli army. It is believed to have played a part in concealing the truth that Israel caused the deaths of potentially hundreds of its own civilians in accordance with the Hannibal Directive.

The Hannibal Directive: What Really Happened On October 7

We were told Hamas killed 1400 Israelis on October 7, that they carried out rapes and torture of civilians en masse and, of course, that they beheaded babies. These claims are being used to justify Israel’s bombardment of Gaza – the world’s largest open-air prison. Israel’s bombing of the strip, where over 50% of the population are children, has cost the lives of more than 5,000 people and left more than one million homeless. Recent events surrounding the Gaza conflict have prompted questions about the accuracy of reported actions attributed to Hamas and Israel’s military response. A closer examination reveals a complex and, at times, conflicting narrative.
