‘Astonishing’ CIA Memo Shows Brazil’s Ex-Dictator Authorized Torture And Executions

Brazil’s former dictator Ernesto Geisel personally approved the summary execution of his regime’s perceived enemies, according to a newly unearthed CIA memo that has reopened a bitter debate over one of the darkest chapters of contemporary Brazilian history. Matias Spektor, the São Paulo-based academic who discovered and distributed the document on Thursday, called it “the most disturbing I have read in 20 years of research”. The memorandum, sent to then secretary of state, Henry Kissinger, by the CIA director, William Colby, on 11 April 1974, details a meeting it said had taken place a few days earlier between Geisel and three Brazilian generals. One tells Geisel, who ruled Brazil from 1974 until 1979, the regime “cannot ignore the subversive and terrorist threat” it faces.

They call her “Bloody Gina,” and for some of her buddies in the torture wing of the CIA and their supporters in Congress, that is meant as a compliment. For a decade after the 9/11 attacks, Haspel served as chief of staff, running the vast network of secret rendition torture prisons around the globe. As a definitive Senate Intelligence Committee report established, torture is not legal, according to U.S. law and international covenants signed by President Ronald Reagan, nor does it produce any actionable information in preventing acts of terror. After the public revelation of the vast extent of the torture program horrified the world, Haspel deliberately destroyed 92 videotapes depicting the barbaric practice, violating a Justice Department order that the tapes be preserved, and thus clearly obstructing a criminal investigation. Yet in March, Trump chose to nominate Bloody Gina to be the new head of our super-spy agency.

Gina Haspel faces a confirmation hearing on Wednesday to become CIA director despite her record of supporting torture, which even the Pentagon admitted does not work, says Ray McGovern. The Senate Intelligence Committee is scheduled on Wednesday to decide whether to recommend that Gina Haspel be confirmed as director of the Central Intelligence Agency. The mind boggles. It is no secret that Haspel oversaw detainee torture, including waterboarding, at a CIA “black site” base in Thailand. The nonprofit National Security Archive, housed at The George Washington University, reports that Haspel later drafted a cable ordering the destruction of dozens of videotapes of torture sessions, including some from before her arrival. Haspel also helped feed repeated lies about the supposed effectiveness of torture to CIA superiors, Congress, and two presidents.

The CIA shadowed Martin Luther King Jr. during his stay at a Miami hotel in July 1966 with the help of a spy whose identity still remains a secret a half-century later. The revelation is found in a 48-page file on King, portions of which were made public late last year, along with thousands of JFK assassination files. President Trump has ordered all federal agencies to release the rest of their JFK-related files by April 26, a directive which covers the agency's King file as well. Trump's order, issued last October, exempts from disclosure only "the names and addresses of any mentioned person who is still living." So if the CIA's spy is deceased, his or her name is supposed to be made public this week. If not, the CIA has got their back.

Her nomination, pending congressional approval, is viewed by many as further evidence of this administration’s support of torture and an undoing of Obama-era efforts to end it. Her work was allegedly part of a program the CIA launched after 9/11 called Rendition, Detention and Interrogation. From 2002 to at least 2006, the CIA orchestrated disappearances, torture and indefinite detention without charge of suspected terrorists. What can a small group of committed citizens who oppose these practices do to push back?

The US media has seized on the latest claims by CIA-backed groups of a poison gas attack on civilians to demand a further escalation of the US-led war for regime-change in Syria and an increased confrontation with Russia. The Syrian government claims that one of its airbases, in Homs province, has already come under missile attack. While the Pentagon is denying that it has launched any strikes on Syria yet, the rhetoric of the Trump administration indicates that preparations are being made for stepped-up military operations. As with previous allegations of chemical weapons’ use, the public is being inundated with unverified footage of suffering victims, while government officials and the corporate media, prior to any investigation and without any substantiation, declare the government of Bashar al-Assad and its Iranian and Russian allies to be guilty of a war crime.

An especially insidious snare for a liberal democracy in the conduct of its foreign policy is the temptation to adopt the strategies and tactics of one’s adversaries. President Donald Trump’s appointment of Gina Haspel as the new director of the Central Intelligence Agency highlights that problem. A longtime CIA veteran, Haspel ran one of the Agency’s infamous “black sites” (in Thailand) during George W. Bush’s administration. Those sites specialized in conducting “enhanced interrogation” (torture) of Al Qaeda suspects. Such techniques included subjecting prisoners to sleep deprivation lasting for days, hanging them in stress positions for hours at a time, and most controversial of all, waterboarding—repeated simulated drowning—of suspects. Haspel apparently not only presided over such misdeeds; there is evidence that she played a leading role in covering them up.

We are confident that if you set aside some time to read the unredacted portions of the Senate Intelligence Committee report of 2014 on the torture ordered and supervised by Haspel and other CIA managers, you will change your mind about her nomination. The five-year Senate investigation was based primarily on original CIA cables and other sensitive documents.
