The arbitrary decision by the government of the United States to exclude Nicaragua, Cuba, and Venezuela from participation in the regional Summit of the Americas - scheduled to take place in Los Angeles, June 6 to June 10—represents another example of imperial hubris and delusion. Mexico’s President, Andrés Manuel López Obrador recently announced that he would boycott the Summit unless all countries in the region are invited. Some member states of CARICOM and the Organization of Eastern Caribbean States, including Antigua and Barbuda and St. Vincent and Grenadines, are also considering not attending the Summit. Gaston Browne, Prime Minister of Antigua and Barbuda, stated that his country “does not believe in the policy of ostracising Cuba and Venezuela.”

Bolivian President Not To Attend Non-Inclusive Americas Summit

Bolivia's President Luis Arce warned that he will not attend the next Summit of the Americas if the United States excludes Cuba, Nicaragua, and Venezuela. “Consistent with the Bolivian Plurinational State's principles and values, I reaffirm that a Summit of the Americas, which excludes American countries, will not be a full Summit of the Americas. If the exclusion of sister nations persists, I will not participate,” Arce tweeted. “Bolivia bases its international relations on the diplomacy of the peoples, with inclusion, solidarity, complementarity, respect for sovereignty, self-determination, and collective construction of a culture of dialogue and peace,” he added. In the past week, President Joe Biden's administration confirmed that he would not invite Cuba, Nicaragua and Venezuela because these countries "do not respect" democracy.

AMLO Will Not Attend Summit Of The Americas If Any Country Is Excluded

The President of Mexico, Andrés Manuel López Obrador (AMLO) said that if any country is excluded from the Summit of the Americas, he will not attend the event, and will only send a representative instead. During his morning press conference, the Mexican president indicated that if all the countries of the Americas are not invited to the Summit of the Americas, a lower level representative of the government of Mexico would attend, but that he would not go. “If there is exclusion, if everyone is not invited, a representation of the government of Mexico will go, but I would not go,” AMLO said. “The foreign minister would represent me.” Likewise, AMLO said that he does not wish to see a continuation of the US’s non-inclusive policy to continue for the region, in which independence and sovereignty should be respected.

The Summit of the Americas, beginning Friday in Panama City, has incorporated parallel meetings. The Youth forum, the Academic forum, the Business forum and the Civil Society and Social Actors forum were organized after a process of selection by the Organization of American States, which also organizes the presidential summit. However, more than 2,000 social movements and progressive organizations have organized the People's Summit, an event that seeks to express backing for the policies advanced in the region in recent years, following the election of numerous left-wing governments. The social movements that will participate in the parallel summit include small farmers, indigenous groups, human rights activists, political movements, worker unions and environmentalist organizations. With such a diverse array of different issues the organizations agreed on an extensive agenda to discuss the most important problems which they believe will not be present in the official presidential event. “We are not an anti-(Americas) Summit. We are a summit that aims at giving voice to the popular movements that are not part of the Summit of the Americas. Our objective is to raise the issue of fighting poverty, for social equality and the sovereignty and right to self determination of the people. We are discussing things completely different to the Americas Summit agenda,” explained Dr. Fernando Cebamanos, organizer of the People's Summit and President of the Broad Front for Democracy party in Panama.
