What does it mean to defend our Americas? For the Black Alliance for Peace, defending our Americas begins with a re-drawing of the map of the Americas. No longer can the United States stand at the center of the hemisphere, upholding an eternal whiteness while imposing a suffocating capitalism. Instead, for BAP, Haiti is the center of the Americas. Solidarity with Haiti is key to the defense of the Americas. Haiti endures the original territory of Black emancipation from slavery, of Black independence from colonialism, and Black resistance to racism and global capitalism. Yet Haiti has also become the region’s laboratory for neocolonialism and neoliberalism and a centuries-long counter-revolution against Black freedom and sovereignty.

A few hours before the inauguration of the 9th Summit of the Americas in Los Angeles, California, the Biden administration had not yet been able to publish its guest list for the event. This is the second time the US is hosting the Summit, the first time was the first Summit held in Miami back in 1994. The objectives proposed for this ninth edition of the Summit are to focus on the creation of a regional agreement on migration and the formulation of a post COVID-19 economic recovery strategy. However, according to an analysis published by Xinhua, the main concern in this edition of the Summit will not be the usual lack of consensus in the region but, rather, the absence of several regional leaders who will not participate.

The US government’s Summit of the Americas started on June 6 in Los Angeles, California. And the event proved to be a major diplomatic failure for the Joe Biden administration. Washington refused to invite the socialist governments of Cuba, Venezuela, and Nicaragua. So to protest this exclusion, the presidents of Mexico, Bolivia, and Honduras boycotted the summit. Guatemala’s president also chose to skip the conference. This means heads of state representing Latin American countries with a total population of more than 200 million people – a significant percentage of the Americas – refused to attend Washington’s Summit of the Americas. The most significant absence was Mexico’s left-wing president, Andrés Manuel López Obrador, known popularly by the acronym AMLO. “I am not going to the summit because not all of the countries of the Americas were invited,” AMLO explained in his morning press conference on June 6.

If anyone is curious about what the US, Canada and their European Union allies want for the region, one has only to look at Haiti. There, the Western model of democracy and freedom, of free market neoliberalism, of United Nations and OAS run elections, of wholesale NGO managerial interventions, have had a free rein for almost twenty years. The horrific results are self-evident: economic impoverishment, political instability, extreme inequality, appalling public health outcomes, chronic citizen insecurity and similar outcomes in terms of practically any other social and economic indicator. If they were to get the chance, those levels of immiseration and exploitation are what the US and its allies have in mind for Latin America and the Caribbean.

A Summit Against Democracy

The summit convening in Los Angeles next week is yet another proof of the authoritarian and anti-democratic character of the elites that rule the United States. The exclusion of Cuba, Nicaragua and Venezuela from the meeting from the outset confirms this. This is an extremely serious fact, which leads to other very serious exclusions as well.The United States has disregarded the consensus of non-exclusion that had been reached, when Cuba had already participated in the VII and VIII versions of the Summit of the Americas in Panama and Lima after a general clamor of the governments and peoples of the region. This means that Washington does not understand, or does not want to realize, that the era of neo-liberal hegemony, when it could make and break countries and governments as it pleased, is over.

In a recent interview, Brian Nichols, the U.S. assistant secretary of state for Western Hemisphere affairs, was asked the question that is on everyone’s mind ahead of the June 2022 Summit of the Americas in Los Angeles, California: Will three particular countries in Latin America (Cuba, Venezuela, and Nicaragua) be invited? Nichols responded with neither hesitation nor equivocation that the answer was no. Speaking on behalf of President Joe Biden, he further added that countries whose “actions do not respect democracy”—as the U.S. government views these three countries and others like them—“will not receive invitations.” Nichols’ seemingly offhand comment, said with the usual arrogance of U.S. officials and calling the three countries “regime[s that] do not respect [democracy],” sent a shockwave through the region that the U.S. was likely not expecting.

Cuba has once again hosted the countries of Latin America and the Caribbean that make up the Bolivarian Alliance for the Peoples of Our America-People’s Trade Agreement (ALBA-TCP) for their 21st Summit. The main objectives of Friday’s meeting, held at the Palace of the Revolution in Havana, was to share common development strategies and analyze the regional political situation. ALBA-TCP is currently made up of 10 countries, following the reincorporation of Saint Lucia in the last edition of these summits, also held in Havana: Cuba, Venezuela, Bolivia, Nicaragua, Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Vincent and the Grenadines, and Saint Lucia.

Empire denies its own existence. It does not exist as an empire but only as benevolence, with its mission to spread human rights and sustainable development across the world. However, that perspective means nothing in Havana nor in Caracas, where ‘human rights’ has come to mean regime change, and where ‘sustainable development’ has come to mean the throttling of their people through sanctions and blockades. It is from the standpoint of the victims of empire that clarity comes. US President Joe Biden is to host the Summit of the Americas in June, where he hopes to deepen Washington’s hegemony over the Americas. The United States government understands that its project of hegemony faces an existential crisis caused by the weaknesses of the US political system and the US economy, with limited funds available for investment within its own country, let alone for the rest of the world.

On Wednesday, Nicaragua's President Daniel Ortega called for strengthening the Community of Latin American and Caribbean States (CELAC) as the most appropriate space for the meeting of the peoples and their governments of the region. “Our starting point is CELAC. Now we need to strengthen it so that this community has more sovereignty and autonomy,” he said during the celebrations for the 127th anniversary of the birth of Augusto Cesar Sandino, the hero of the Nicaraguan struggle against U.S. imperialism. "CELAC was born with the strength and energy of the revolutionary processes that were multiplying in Latin America and the Caribbean," Ortega recalled, stressing that its promoters had the courage not to include the United States in that community.

On May 16, the Biden administration announced new measures to “increase support for the Cuban people.” They included easing travel restrictions and helping Cuban-Americans support and connect with their families. They mark a step forward but a baby step, given that most U.S. sanctions on Cuba remain in place. Also in place is a ridiculous Biden administration policy of trying to isolate Cuba, as well as Nicaragua and Venezuela, from the rest of the hemisphere by excluding them from the upcoming Summit of the Americas that will take place in June in Los Angeles. This is the first time since its inaugural gathering in 1994 that the event, which is held every three years, will take place on U.S. soil. But rather than bringing the Western Hemisphere together, the Biden administration seems intent on pulling it apart by threatening to exclude three nations that are certainly part of the Americas.

The United States will host the Ninth Summit of the Americas June 6-10 in Los Angeles, California with the theme of  “Building a Sustainable, Resilient, and Equitable Future” for the Western hemisphere. This Summit comes at a time of growing disenchantment in Latin America and the Caribbean with an inter-American system rigged to advance US corporate interests, attack left and left leaning governments, and once again plunge the region into US-NATO cold war politics. The Biden administration’s approach to the June Summit, by failing to recognize the firm regional commitments to sovereign equality, integration, and engagement with a multipolar world, has turned the planning and implementation of the Summit into a space of North–South confrontation.

The grandly named Summit of the Americas is due to be held in Los Angeles next month, if the Biden administration can decide who to invite and what to talk about if they turn up. As things stand, Bolivia, Mexico, Argentina, Honduras and most of the Caribbean states have said they will not attend if Cuba, Venezuela and Nicaragua are not included. Although Biden no longer calls them the ‘troika of tyranny’ like Trump did, the governments of these three countries are still ostracized by Washington. But in Latin America, Biden’s threat to exclude them from the party has not gone down well. While it might be Washington’s turn to host the summit, the invitation list is supposed to include every state in the two continents, regardless of political disposition.

US observers are becoming increasingly worried that next month’s Summit of the Americas in Los Angeles is about to be one of the Biden Administration’s worst-ever foreign policy embarrassments following last August’s chaotic evacuation from Afghanistan. Politico headlined a piece about how “Biden’s Americas summit is drawing jeers and threats of boycott”, which reported that several Latin American leaders are threatening to boycott the event if Cuba, Nicaragua, and Venezuela aren’t invited to attend. While Antigua, Barbuda, and Bolivia might not be a big deal in the grand scheme of US strategy towards the hemisphere, Brazil and Mexico’s abstention would make the event utterly meaningless since they alone count for half of the region’s population as Politico reminded their audience.

The arbitrary decision by the government of the United States to exclude Nicaragua, Cuba, and Venezuela from participation in the regional Summit of the Americas - scheduled to take place in Los Angeles, June 6 to June 10—represents another example of imperial hubris and delusion. Mexico’s President, Andrés Manuel López Obrador recently announced that he would boycott the Summit unless all countries in the region are invited. Some member states of CARICOM and the Organization of Eastern Caribbean States, including Antigua and Barbuda and St. Vincent and Grenadines, are also considering not attending the Summit. Gaston Browne, Prime Minister of Antigua and Barbuda, stated that his country “does not believe in the policy of ostracising Cuba and Venezuela.”
