Six 120mm shells hit the village of Zhelobok, seven of 122mm hit the village of Rayevka, then ten against Vesyola Gorka. Shelling was also carried out from the Kyiv-controlled city of Novotoshkivske, against Lugoanskoe, Krimsoe and Sokolniki, with more than 20 bombs dropped. On February 17, 17 bombing operations had been committed against the Donbass. U.S. President Joe Biden on Friday said he was convinced that Russian President Vladimir Putin had made up his mind to invade Ukraine, but European officials are not convinced. “As of this moment I’m convinced he has made the decision” to invade, Biden told a reporter in response to a question at a White House press briefing. Asked how he knows this, Biden said, “We have a significant intelligence capability.” But The Washington Post reported on Saturday that: “Some European allies questioned the United States’ conviction that the Kremlin will launch hostilities, saying that they have not seen direct evidence suggesting Putin has committed to such a course of action. One European official told The Washington Post in Munich that ‘we have no clear evidence ourselves that Putin has made up his mind and we have not seen anything that would suggest otherwise.’

Donors include the British Foreign Office, Swedish Ministry for Foreign Affairs, the ministries of defense of Finland, Lithuania, and Norway, Embassy of the United Arab Emirates, Facebook, Goldman Sachs, the Rockefeller Foundation, Airbus, Google, JP Morgan Chase Foundation, Raytheon, and NATO itself.

Editor note: Today I have this piece by war reporter Alexander Kots. He set out to find human interest stories among the over 10,000 refugees who have crossed over from the Donbass region into Russia, just in the past couple of days. Roughly half of these refugees are technically Russian citizens already, holding Russian passports. The other half being Ukrainian citizens who are resident in the Separatist-controlled Donetsk Peoples Republic (DPR) and Luhansk Peoples Republic (LPR). The order (issued by the leaders of those republics) to evacuate women, children, and elderly was given this past Thursday, after the Ukrainian army opened massive artillery barrages on the line of demarcation, threatening massive damage and loss of life to the residential communities.

Washington DC—Local Peace Activists spoke about the growing crisis in East Europe, characterized the crisis as avoidable, and recommended solutions to avoid conflict. As tensions between world powers reached a climax not seen since the Cuban missile crisis of 1962, and diplomatic efforts between stakeholders seemed all but doomed to fail, the activists drew on years of experience and understanding of global issues to draw their recommendations. Despite ominous developments they still held out hope that war could be averted. Their recommendations came as President Joe Biden spoke to the nation on Friday afternoon, saying that diplomacy was still an option. His optimism however, was eclipsed by media reports of shelling in Eastern Ukraine from rebel-held territory, pipeline explosions, a car bomb explosion in Donesk, and the evacuations of most Western Nation embassies from Kiev.

Washington’s regime-change arm, the National Endowment for Democracy (NED), has spent $22.4 million on operations inside the country since 2014, when democratically-elected President Viktor Yanukovych was overthrown and replaced by a successor government handpicked by the U.S. Those operations included propping up and training pro-Western political parties, funding pliant media organizations, and subsidizing massive privatization drives that benefit foreign multinational corporations, all in an effort to secure U.S. control over the country that NED President Carl Gershman called “the biggest prize” in Europe.

For you can hardly achieve the objective of a multipolar world based on the principles of UN supremacy and international law by means of a massive breach of those very same principles. It would be extraordinarily self-defeating. A certain skepticism about the allegedly “imminent” Russian invasion of Ukraine is therefore due. It’s not impossible, but one has to wonder why, after so many years of consistency, Putin would suddenly change his position in such a drastic way.

Civil Defence Sirens Sound In Donetsk After Mass Evacuation Announcement

Loud civil defense sirens have been heard in Donetsk after the announcement of mass evacuation from the self-proclaimed republic to Russia, a Sputnik correspondent reported. The sirens can be heard in the videos captured by the correspondent, and streets are seen to be completely deserted. Local authorities have yet to announce why the sirens sounded. The civil defence sirens go off in Donetsk regularly (once every two or three months) but, as a rule, the authorities of the self-proclaimed Donetsk People's Republic (DPR) warn the population in advance. The sirens went off shortly after Denis Pushilin, the DPR head, announced a mass evacuation of the population to Russia amid ongoing shelling by Ukrainian forces. Russian Deputy Foreign Minister Sergey Vershinin, who chaired the council meeting as this month’s president, said 122,000 Ukrainian military forces were lined up at the front with Donbass with the possible intention of launching an offensive against the two breakaway provinces there.

Amid the hype around a potential Russian invasion, Moscow announced Tuesday that it is withdrawing troops from areas near Ukraine as military drills in the region conclude. Igor Konashenkov, a spokesman for Russia’s Defense Ministry, said troops in Russia’s southern and western military districts have concluded drills and “have already begun loading onto rail and road transport and will begin moving to their military garrisons today.” Russia’s Tass news agency reported that troops are leaving Crimea after scheduled drills, and some are returning to permanent bases in Dagestan and North Ossetia. Konashenkov also said that the Russian troops currently drilling in Belarus would be returning to their bases once the exercises conclude on February 20th, something Russian military leaders have made clear since the deployment started.

A bipartisan group of senators are crafting legislation to impose sweeping sanctions on Russia if it engages in what they consider hostile action of any kind against the Ukraine. New Jersey Senator Robert Menendez, the chair of the Foreign Relations Committee, calls the legislation “the mother of all sanctions bill.” The bill led in the House by Gregory Meeks of the House Foreign Affairs Committee, like Menendez a Democrat, demands that the administration “not cede to the demands of the Russian Federation regarding NATO membership or expansion.” This cuts off the ability to discuss Moscow’s core demands, including a ban on future NATO membership for Ukraine.
