City leaders launched Seattle on the path to a Green New Deal this week, passing a resolution that starts laying out an ambitious plan for how the city can cut its greenhouse gas emissions in ways that protect the climate and improve the lives of its residents. It's a nonbinding resolution, and like the national Green New Deal manifesto that's being promoted by Democrats in Congress, presidential hopefuls and the young activists in the Sunrise Movement, it's still mostly aspirational.

News coverage of the Green New Deal portrays organized labor as a major obstacle to its enactment. But our new report for Data for Progress paints a different picture. In a poll conducted for the think tank by YouGov Blue, union members overwhelmingly favored the proposed reforms, with 62 percent in support and 22 percent against. In a memo for Data Progress, where I am a legal fellow, I show how union contracts can be an effective way to fight for a Green New Deal.

New Delhi – Since reducing inequality became an official goal of the international community, income disparities have widened. This trend, typically blamed on trade liberalization and technological advances that have weakened the bargaining power of labor vis-à-viscapital, has generated a political backlash in many countries, with voters blaming their economic plight on “others” rather than on national policies. And such sentiments of course merely aggravate social tensions without addressing the root causes of worsening inequality. But in an important new article, University of Cambridge economist José Gabriel Palma argues that national income distributions are the result not of impersonal global forces, but rather of policy choices that reflect the control and lobbying power of the rich.

According to the Intergovernmental Panel on Climate Change (IPCC), we have less than 12 years to slash our emissions in half to stand a chance of staying under 1.5 degrees Celsius average global temperature rise. It’s worth noting that those are global emissions – which means that, to keep the transition equitable, the Global North should be moving to cut emissions much faster still. “There is no documented historic precedent”, for the rapid action and scale necessary to curb climate change, wrote scientists in the report.1

Public banks, in particular, are shown to have much greater financial capacity than commonly believed. Whereas the IATF 2019 Report claims there is only $5 trillion in combined public bank assets (so, hardly sufficient to tackle the $4 to $6 trillion in additional annual climate mitigation investments by 2030), the TNI contribution demonstrates that there are nearly 700 public banks around the world that have combined assets nearing $38 trillion (that’s about 48 percent of global GDP). Put otherwise, 20 percent of all bank assets are still publicly owned and controlled.

In the US and the UK, the Green New Deal movement has galvanised hope for transitioning to the more equitable zero carbon world we so desperately need to address poverty and keep global average temperatures to below 1.5°C. But there has also been criticism of an apparent initial focus on jobs in “every town and city across the UK”, rather than on transformational justice globally. The challenge for Green New Deal advocates is to recognise the historical roots of the climate crisis, and avoid being the PR face of ongoing climate colonialism.
