Lessons From The November 2019 U.S.-Backed Coup In Bolivia

In October of 2020, the Movement Towards Socialism (acronymed MAS in Spanish) returned to power 11 months after the U.S.-backed far-right coup regime of Jeanine Áñez ousted Evo Morales and his government during Bolivia’s November 2019 elections. The MAS party restored majority control over Bolivia’s legislature, and MAS candidate Luis Arce won the presidential election by a landslide victory, earning about 55% of the vote against the two main anti-MAS candidates, center-right ex-president Carlos Mesa (who received almost 29%) and far-right Luis Camacho (who received only 14%). The right-wing opposition had expected the vote to be close enough to force a run-off election, in which the hope was that the anti-MAS vote would consolidate to elect Mesa over Arce.

On November 28, 2020 Cuban Television abruptly ended the Cuban State media’s reluctance to publicly expose the U.S. attempts to fund and organize a new counterrevolution to bring about a soft coup in the island nation. The TV special was followed by episodes on Mesa Redonda, segments on NTV, news programs, articles in Granma and Cubadebate, as well as follow-up in various government-run media outlets. The ins and outs of this new counterrevolution, including the use of social media and digital outlets, acts of terrorist vandalism carried out to destabilize Cuban society, and the web of connections behind it, had never before been shown to the Cuban people.

The return of Evo Morales was possibly the most important moment in Bolivian history. This time last year, far-right protesters kidnapped Patricia Arce, the mayor of a small town called Vinto. They made her walk over broken glass. They cut her hair and doused her in petrol and red paint and told her they were walking her to her death. And they were trying to get her to resign and to condemn Evo Morales. She refused to do both and so they tortured her. After the coup took power, she was persecuted. She had 17 criminal charges hanging over her.

The Bolivian Attorney General's Office issued warrants for the arrest of Victor Zamora and Marcel Rivas for the crimes of corruption and political persecution. They were part of the coup-born regime led by Jeanine Añez (2019-2020). Former Oil Minister Zamora is under investigation for the crimes of influence abuse and breach of duty. He allegedly committed these crimes when he was in charge of Bolivian Fiscal Oilfields (YPFB) amid the COVID-19 pandemic. The Prosecutor's Office in La Paz requested information from the Migration General Direction and the police to know the former minister's whereabouts.

President Donald Trump’s categorical refusal to accept what seems like an inevitable and increasingly crushing election loss has many in media rightly worried about the political repercussions of such a move, with some sounding the alarm over a potential coup d’etat in the US (e.g., Salon, 11/11/20; Washington Post, 11/12/20; Guardian, 11/13/20; New Republic, 11/13/20). The New York Times, the country’s flagship print publication, has been leading the condemnations, accusing the president of “vandaliz[ing] our country” (11/11/20), diagnosing him as a narcissist and a sociopath, and citing his attempts to cling to power as “a brutal renunciation of American democracy” (11/11/20).

Bolivia - The ministers of foreign affairs, defense, interior, and justice could also be subject to criminal proceedings. A special committee of the Bolivian Parliament on Monday recommended starting trials against the leader of the coup-born regime Jeanine Añez and some ministers for the massacres of Sacaba and Senkata that took place in 2019. The final report of this committee was referred to the National Congress, where it must be approved by two-thirds of its members for it to enter into force.

Just a few days after the dramatic landslide victory on October 18 of the Movement Toward Socialism (MAS) party founded by Evo Morales, I traveled 3.5 hours from the Bolivian city of Cochabamba, with The Grazyone team of Ben Norton and Anya Parampil, to Chimoré, here in the tropical region of Cochabamba, that’s a base of support for the MAS party. I want to pass on my congratulations to new President Luis Arce, to Evo Morales and to the whole Movement Towards Socialism (MAS). And I would like to pay special tribute to the heroic struggle and resistance put up by the Bolivian people over the past year since the military-led coup. These elections were won in the face of widespread repression. Since last year’s coup and in the run-up to the elections there’s been violence and intimidation including against the Movement Towards Socialism.

After 11 months of being ruled by a repressive coup-regime, Bolivians have finally recovered democracy. After five days of counting, the official results of the Bolivian presidential elections are finally in. The Movement Towards Socialism’s (MAS) presidential ticket with Luis Arce and David Choquehuanca won 55.1% of the vote share while Carlos Mesa’s Citizen Community party won just 28.83% of the vote share. The MAS also won the parliamentary elections, bagging 73 out of the 130 seats in the lower house of parliament and 21 of the 36 seats in the Senate.

After suffering a coup d’état that cost more than 33 lives, left thousands of people injured, and forced important political figures like President Evo Morales to go into exile to survive, official exit polls say that the Movement for Socialism (MAS) will return to power, in a way previously unheard of in Latin America, through democratic elections! Unlike what OAS, the EU Commission and other international observers have said about the election being peaceful, in reality journalists were beaten, militant supporters of MAS were detained without justification, and many international observers were openly threatened for having been opposed to the Jeanine Àñez regime.
