Hawaii Becomes First U.S. State To Go Cashless For Marijuana Sales

Hawaiian state officials announced Tuesday that Hawaii will be the first state to require the sale of marijuana to be cashless, paid with a special debit card payment system next month. “Oct. 1 is our target date to try to go cashless as much as we can,” Iris Ikeda the state’s financial institutions commissioner, told reporters at a news conference. While marijuana is legal for medical use in Hawaii, the feds still consider it a Schedule I drug. This status has brought problems for many banks and credit unions, which is the reason why cannabis dispensaries have been cash-only. Instead of cash, customers will have to download and install CanPay, a mobile app that processes payment for medicinal marijuana shops using a Colorado-based credit Union, Safe Harbor Private Banking. The app is already an option for marijuana transactions in six states, including California and Colorado. Now a battle begins with credit card processing companies like Visa and Mastercard who say they won’t allow their cards to be used to buy cannabis or marijuana-related products.

A bill was recently passed through both the houses and state legislature in a unanimous vote that declares that all Hawaiians 'deserve basic financial security' and prompts state agencies to look over 'universal basic income' along with other policy. One primary concern is the use of depleted uranium (DU) in on-going military training is polluting the air and making Hawaiian residents sick. Background levels of radiation are considered safe and range from about 5-20 ppm. One activist with a radiation meter saw levels as high as 70ppm while standing near the main gates to the training area. According to activist Lindafaye Kroll, of STOP Bombing Hawaii, the “elevated radiation is from a U.S. military source.” While government and military officials claim that depleted uranium has a low-level radioactivity and is safe, activists are concerned about its toxicity and half-life of 4.5 billion years. Military testing in Hawai’i has been ongoing since the end of World War II; the island of Kaho’olawe was bombed to such a point that locals began to call it “Target Island,” and is uninhabitable thanks to a cracked water table and a proliferation of undetonated explosives.

When the ambulance arrived in downtown Honolulu, his temperature was well over 104F. A life-threatening staph infection had entered his bloodstream. Williams, who lives on the dusty streets of Chinatown, spent seven days hooked to an IV, treatment that can cost $40,000, according to the hospital that admitted him. But Williams didn’t pay: the bill was covered by government dollars in the form of Medicaid. Over the past four years, he has been to the hospital for infections 21 times, he said, a consequence of psoriasis flare-ups in a humid climate and unsanitary conditions.

In an effort to make the 700 acres of beachfront property he purchased in 2014 on the North Shore of Kauai as secluded as possible, three companies controlled by Facebook CEO Mark Zuckerberg are suing more than 300 people—living and passed on—with ancestral links to the land. The Honolulu Star Advertiser reports there are close to a dozen small parcels within the estate purchased by Zuckerberg that are owned by Hawaiian families who have rights to be on the property. The legal action Mark Zuckerberg is trying to push is called “quiet title and partition,” and according to the Star Advertiser it isn’t uncommon in Hawaii.
