The 2022 UN Climate Change Conference of the Parties (Cop27) has just drawn to a close. One of the defining themes of this year’s conference has been the insistent demand by the leaders of the global South for climate justice — for the wealthy countries to step up their financial and technological support to poorer countries, to help mitigate the effects of climate change and to speed up the transition to green energy systems. Climate justice is not some sort of fringe radical notion; indeed, the principle of “common but differentiated responsibilities” is written into international law, and reflects the fact that over the course of 200 years, Europe, North America and Japan have burned enormous quantities of fossil fuels on their road to modernisation, creating an environmental crisis in the process.

Asia possesses many of the world’s largest and fastest-growing economies. In this era of growing discord and crisis in the West, the majority of nations around the world are looking to Asia to set a different example. The region took center stage in the week of November 11 to 18 as the emerging economies of Cambodia, Indonesia, and Thailand hosted the Association of Southeast Asian Nations (ASEAN) Summit, the G20, and the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting respectively. These important exchanges provided numerous opportunities for major countries to assert their leadership on the world stage. And in this regard, it was China that shined the brightest.

‘Managed Competition’ With China Or Real Peace?

President Biden and Chinese President Xi Jinping held their first meeting since Biden took office today, a high-profile summit meant to set the tone for U.S.-China relations in the coming period. Outwardly, the two leaders remained cordial and affirmed their willingness to maintain dialogue with one another, with Biden going so far as to say “there need not be a new Cold War” between the two powers. The two sides agreed to restart regular talks relating to cooperation in the fight against climate change, and Secretary of State Blinken is set to travel to China for follow up discussions in the near future. But in fact, a new Cold War has already been set in motion through the actions of successive U.S. administrations that have identified China as their number one target and taken aggressive measures to deepen confrontation. Real peace would require a complete reorientation of U.S. policy — one that is desperately needed if the world is to avoid catastrophic conflict on a global scale.

I’ve given up being amazed at how stupidly the Biden administration conducts its diplomacy with China and, by extension, Asia altogether. I spend my time now being amazed at how stupid these people assume the Chinese and other Asians to be. Nearly halfway through his term in office — and let us hope there is not another after this one — the man from Scranton finally met Chinese President Xi Jinping Monday to discuss the single most important relationship between any two nations anywhere in the world. This first face-to-face encounter since Joe Biden began his presidency comes after nearly two years of diplomatic drift during which the U.S. has escalated the threat of open conflict, incessantly provoked the Chinese on the Taiwan question and the administration’s bench of incompetents makes one mess after another.

For the Western press, the 20th National Congress of the Chinese Communist Party offered a number of signals which—if read in good faith—could have been perceived as reassuring. Instead, establishment outlets reverted to familiar narratives regarding China’s Covid mitigation strategy and tied these into renewed predictions of a long-prophesied economic disaster—one that would inevitably befall China as a result of its government’s decision to forsake the orthodoxy of open markets. More than anything else, corporate media fixated on Hu Jintao’s departure from the congress hall, engaging in tabloid-variety speculation around the fate of CCP General Secretary Xi Jinping’s 79-year-old predecessor.

Read Martin Wolf or Gideon Rachman in the Financial Times, and China’s economic policies are disastrous, even if they have delivered (as Rachman notes) “thousands of miles of new motorways and high-speed rail over the past 20 years” and made “Western executives sigh in envy at China’s ability to plan for the long term.” British workers, who have endured more than a decade of falling pay, might envy China’s record (average wages have risen at over 10 per cent a year since 2010, leading the median wage to rise from 37,147 yuan in 2010 to 97,379 in 2020, a 162 per cent increase).

Such baseless rumors demonstrated the ceaseless attempts of certain countries, namely the U.S. and its European allies, to discredit China's governance system. Yet no amount of anti-China slander changes the importance of the 20th CPC National Congress to the world. Contrary to Western media hype, the CPC has already demonstrated a high level of stability that is sorely missing in much of the world.

The Failures Of Biden’s Nuclear Posture Review

Released today, the Biden administration’s unclassified Nuclear Posture Review (NPR) is, at heart, a terrifying document. It not only keeps the world on a path of increasing nuclear risk, in many ways it increases that risk. Citing rising threats from Russia and China, it argues that the only viable U.S. response is to rebuild the entire U.S. nuclear arsenal, maintain an array of dangerous Cold War-era nuclear policies, and threaten the first use of nuclear weapons in a variety of scenarios. This NPR does not reflect the sensible steps President Biden proposed as a candidate to reduce the nuclear threat. Instead, the document says the United States has no choice but to build all-new nuclear weapons, despite science-based findings that the current warheads in the arsenal will be reliable for decades to come with only modest maintenance efforts.

EU Admits New Cold War Is Not ‘Democracy Vs. Autocracy’

The European Union’s top foreign-policy official, Josep Borrell, admitted that the new cold war that the West is waging on China and Russia is not a conflict of “democracies vs. authoritarians.” “On our side, there are a lot of authoritarian regimes,” the EU’s de facto foreign minister conceded. Borrell’s comments directly contradicted those of US President Joe Biden, who claimed in his first State of the Union address in March that the new cold war is a “battle between democracy and autocracies.” The top EU diplomat instead recognized that the new cold war is a struggle in which economic “systems are in rivalry,” and that most of the Global South “do not want to be forced to take sides in this geopolitical competition,” because “they feel that the global system does not deliver,” and “because they blame us.”

Pentagon Releases National Defense Strategy, Names China As Top Threat

The Pentagon on Thursday released its 2022 National Defense Strategy (NDS), which names China as the “most comprehensive and serious challenge to US national security strategy” even as the US is spending tens of billions on a proxy war with Russia. The NDS was first briefed to Congress back in March, and a short summary was released that said China was the top “threat” facing the US. The strategy names Russia as an “acute threat” but not as serious in the long term as China. “Unlike China, Russia can’t systemically challenge the United States over the long term. But Russian aggression does pose an immediate and sharp threat to our interests and values,” Secretary of Defense Lloyd Austin told reporters. The strategy said China and Russia pose a greater threat to the US homeland than any terrorist groups.

After Prime Minister Imran Khan was overthrown in a US-backed soft coup, Pakistan’s unelected “imported government” has banned the country’s most popular politician from office, sparking huge protests. Pakistani scholar Junaid S. Ahmad spoke with Multipolarista editor Ben Norton about the army chief’s friendly trip to Washington and US efforts to pressure Pakistan to weaken ties with China, arm Ukraine in its war with Russia, and recognize apartheid Israel. Ahmad also addressed the growing political violence and assassination of dissident journalist Arshad Sharif, a prominent critic of the coup regime who had been reporting on its corruption. Fearing for his life, Sharif fled to Kenya, where he was shot in the head on October 23. Ahmad said Pakistan is “caught” in the middle of Washington’s new cold war on China.

US Waging ‘Unilateral’ Economic And Tech War To Halt China’s Rise

The US government has imposed aggressive sanctions that aim to “kneecap” China’s tech sector and halt the country’s rise, Washington policymakers and industry analysts have admitted. The Joe Biden administration took the extraordinarily aggressive action this October of blocking China from importing most semiconductors, machines to create chips, and supercomputer parts. A former Pentagon official acknowledged that this was a “disproportionate” and “unilateral” attack, amounting to a “form of economic containment.” He said this in an article in Foreign Policy, the magazine of the DC political class, titled “Biden Is Now All-In on Taking Out China.” Jon Bateman, an ex analyst for the Defense Intelligence Agency (DIA) who served in several important policy roles in the Pentagon, wrote that US officials have “imposed disproportionate measures” and “strong-armed others into compliance.”
