The coronavirus crisis in South Africa is far from over despite falling case numbers in recent weeks. The virus has claimed more than of 50,000 lives, and many health experts predict a devastating third wave. Complicating matters is a new coronavirus mutation known as n501, which threatens to upend South Africa’s vaccination plans. Unprecedented scientific collaboration has expedited the development of the new vaccine candidates, but patents protecting the bottom lines of the pharmaceutical companies have hampered efforts to manufacture vaccines at scale. Meanwhile, the United States and Western Europe have hoarded limited supplies through bilateral negotiations with Big Pharma. Developing nations in the Global South have been left behind.

This landmark proposal to temporarily suspend the application and enforcement of certain intellectual property obligations under the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement), or the “TRIPS waiver” is to facilitate the effective prevention, containment, and treatment of COVID-19. Developing countries have stressed that the “TRIPS waiver” is an essential starting point for countries to ramp up and diversify the production of therapeutics, vaccines and other medical products needed to address the global pandemic. However, a handful of countries — mostly those who have a stake in the protection of monopoly-based pharmaceutical industry — including the European Union, the United States, Japan, Switzerland, and Canada, have been blocking the waiver.

In 1974, the United Nations General Assembly passed a New International Economic Order (NIEO), which was driven by the Non-Aligned Movement (NAM). The resolution laid out a clear plan for the structural transformation of the world system, which was in the throes of a crisis at the time. But, the NIEO was set aside and the world order was shaped in a neoliberal direction; this neoliberal orientation furthered the crisis and brought us to this current cul-de-sac of human possibilities. Our team at Tricontinental: Institute for Social Research developed a ten-point agenda for a post-COVID-19 world. Last week, I presented this agenda at the High-Level Conference on the Post-Pandemic Economy, organized by the Bolivarian Alliance for the Peoples of Our America (ALBA).

Half A Billion People Could Be Pushed Into Poverty By Coronavirus

The economic fallout from the coronavirus pandemic could push half a billion more people into poverty unless urgent action is taken to bail out developing countries, said Oxfam today. The agency is calling on world leaders to agree an ‘Economic Rescue Package for All’ to keep poor countries and poor communities afloat, ahead of key meetings of the World Bank, International Monetary Fund (IMF) and G20 Finance Ministers’ next week. Oxfam’s new report ‘Dignity Not Destitution’ presents fresh analysis which suggests between six and eight percent of the global population could be forced into poverty as governments shut down entire economies to manage the spread of the virus. This could set back the fight against poverty by a decade, and as much as 30 years in some regions such as sub-Saharan Africa and the Middle East and North Africa.

In the face of the COVID-19 tsunami, our lives are changing in ways that were inconceivable just a few short weeks ago. Not since the 2008-2009 economic collapse has the world collectively shared an experience of this kind: a single, rapidly-mutating, global crisis, structuring the rhythm of our daily lives within a complex calculus of risk and competing probabilities. In response, numerous social movements have put forward demands that take seriously the potentially disastrous consequences of the virus, while also tackling the incapacity of capitalist governments to adequately address the crisis itself. These demands include questions of worker safety, the necessity of neighbourhood level organising, income and social security, the rights of those on zero-hour contracts or in precarious employment, and the need to protect renters and those living in poverty.
