Who Should Negotiate Peace In Afghanistan?

In January 27, the Taliban and the U.S. government each publicly stated acceptance, in principle, of a draft framework for ongoing negotiations that could culminate in a peace deal to end a two-decade war in Afghanistan. As we learn more about the negotiations, it’s important to remember others working toward dialogue and negotiation in Afghanistan. Troublingly, women’s rights leaders have not, thus far, been invited to the negotiating table. But several have braved potential persecution to assert the importance of including women in any framework aiming to create peace and respect human rights.

In 2011 the Iraqi Prime Minister Nuri al-Maliki rejected to sign a Status of Force agreement that would have given U.S. troops in Iraq special rights. In consequence the U.S. had to retreat from Iraq. A few troops came back to fight the Islamic State which Obama let grow to eject Maliki. Those troops will too have to leave. After the 1991 war against Iraq, Saudi Arabia came under pressure from radical Islamists to kick the many U.S. troops out of the country. Several thousand sill stayed. After the Kohbar tower bombing in 1996 the rest had to go too. In both cases the retreat was not voluntarily.

The mainstream media refuses to acknowledge that the hardest fighting against ISIS and al Qaeda has been done by Syria and its allies. Indeed, we label Iran’s fight against Syrian terrorists as “malign activity,” ignoring the fact that al Qaeda in Syria [al Nusra] is the progeny of the al Qaeda force that highjacked jets and flew them into the Twin Towers and Pentagon, killing 3,000 Americans on 9-11. Pulitzer Prize-winning author, Seymour Hersh, wrote that a Defense Intelligence Agency review of Syrian policy in 2013 revealed that clandestine CIA Program Timber Sycamore, had degenerated into a program that armed all terrorists indiscriminately, specifically including ISIS and al Qaeda.

President Donald Trump’s announcement of an imminent withdrawal of US troops from northeastern Syria summoned a predictable paroxysm of outrage from Washington’s foreign policy establishment. Former secretary of state and self-described “hair icon” Hillary Clinton perfectly distilled the bipartisan freakout into a single tweet, accusing Trump of “isolationism” and “playing into Russia and Iran’s hands.” Michelle Flournoy, the DC apparatchik who would have been Hillary’s secretary of defense, slammed the pull-out as “foreign policy malpractice,” while Hillary’s successor at the State Department, John Kerry, threw bits of red meat to the Russiagate-crazed Democratic base by branding Trump’s decision “a Christmas gift to Putin.”

The announced withdrawal of the remaining 2,000 U.S. troops from Syria and a partial withdrawal from Afghanistan does not mean an end to the Pentagon’s aggressive militarism and endless U.S. wars – in Syria, in Afghanistan, in the region or globally. The U.S. military has 170,000 troops stationed outside the U.S. in 150 countries, in more than 800 overseas bases. Nearly 40,000 are assigned to classified missions in locations that Washington refuses to even disclose. Because the Pentagon has continually renamed and shuffled its forces in the Middle East, it’s impossible to know how many troops are on standby and how many are on rotation.

Following President Trump’s decision to withdraw US forces from occupied northeast Syria, the Kurds of al-Hasaka have for the last two days been negotiating with the government of Damascus on how to spare the province from a possible Turkish invasion. Syrian General Ali Mamlouk, the Syrian president’s special security advisor, says that “he is talking with the Kurdish delegation to find a way for the Syrian army to deploy its forces along the borders with Turkey and, in consequence, stop a possible Turkish invasion of Northeast Syria”, confirmed a decision-maker source in the Syrian capital, Damascus.

Twenty years ago, a small delegation organized by Voices in the Wilderness lived in Baghdad while U.S. cruise missiles attacked more than 100 targets in Iraq. Following four days of bombing, known as “Operation Desert Fox,” our group visited various Iraqis who had survived direct hits. One young girl handed me a large missile fragment, saying “Merry Christmas.” An engineer, Gasim Risun, cradled his two-week old baby as he sat in his hospital bed. Gasim had suffered multiple wounds, but he was the only one in his family well enough to care for the infant, after an unexploded missile destroyed his house.

The US Senate backed a resolution on Thursday to end US military support for the Saudi-led war in Yemen, defying President Donald Trump with a historic vote that underscored lawmakers' anger over the murder of prominent Saudi journalist Jamal Khashoggi. The 56-41 vote in the Senate marked the first time either chamber of Congress has passed a motion to withdraw US armed forces from a foreign military engagement under the War Powers Act. However, despite the historic result, the Senate resolution must clear additional hurdles before it becomes law.

Their full impact will partly depend on the ability of the European Union (EU), China, Russia, India, and other countries to continue buying its oil. Tehran will complement these formal sanctions-busting efforts with more traditional strategies including cross border smuggling. Still, one thing is clear: because oil revenues are critical to sustaining Iran’s vast subsidy and social welfare programs, not to mention an array of so-called private sector enterprises, it is essential that efforts to circumvent sanctions are met with some success.

Yemen’s Oil-Rich Shabwa Province Declares Independence, Orders Saudi-Allied Government Out

SHABWA, YEMEN — Shabwa governorate, an oil-producing province in eastern Yemen, announced its independence from Yemen on Wednesday. A national council headed by the Chairman of the People’s Assembly of the Sons of Shabwa, Ahmed Musaed Hussein, has been reportedly formed to manage the affairs of the province. The National Council issued a statement and has given the government loyal to former Yemeni President Abdrabbuh Mansur Hadi and his officials in the province three days to hand over power to the Council, which will run Shabwa until a local government can be established. There has been no comment yet from Hadi’s government.

November 16, 2018 "Information Clearing House" - At first glance, it may seem like a positive move. The Trump administration and London are both putting pressure on Saudi Arabia and the United Arab Emirates to implement a ceasefire in Yemen’s atrocious war. Washington and London are also calling for warring sides to enter into peace negotiations within a month. What’s wrong with that, you may ask? Well, as Houthi rebels who took over Yemen at the end of 2014 are saying, the country has been under aggression for the past three years from a Saudi-led coalition supported militarily by the US, Britain and France.
