Megan Rice has moved through Oklahoma City and is, according to the Bureau of Prisons, at Brooklyn, NY in a facility there. The web site for that facility says it is a temporary transit station, but Megan feels she may be there for some time. Information about mailing restrictions can be found at http://www.bop.gov/policy/progstat/5265_014.pdf. In general, all mail must include a full, handwritten return address. Avoid labels; no paperclips or staples. All mail is subject to inspection. Books (hard or soft cover) and magazines must be sent directly from a publisher or bookstore. Any other packages must be pre-approved by the prison or they will be returned.

As the third ever Nuclear Security Summit kicked off in the Netherlands on Monday, critics are slamming President Obama for reneging on his commitments to combat nuclear proliferation by expanding the U.S. nuclear budget. Obama first announced the idea for a Global Summit on Nuclear Security in a 2009 speech, in which he declared, "I state clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons." He said reducing the threat of nuclear weapons would be a key agenda item for his foreign policy and pledged, "To put an end to Cold War thinking, we will reduce the role of nuclear weapons in our national security strategy, and urge others to do the same."

We spent much of the 1980s resisting Ronald Reagan's new Cold War and his new nuclear weapons of all shapes and sizes. We pushed back against his giant "defense" budgets and countered his harrowing rhetoric. We knew Star Wars was a scam and the MX missile a danger. We grimaced at his appointments to key policymaking positions and scoffed at his insincere arms control efforts. In the end, we prevailed (after a sort). It's time to return. President Obama released his fiscal 2015 budget March 4. Ready for this? It asks for considerably more money (in constant dollars) for nuclear weapons maintenance, design and production than Reagan spent in 1985, the historical peak of spending on nukes: $8.608 billion, not counting administrative costs (see graph below). The Los Alamos Study Group crunched the numbers for us.

Do Judges Mean What They Say?

We’ve heard it from the bench in Oak Ridge city courtrooms and from state judges in Clinton, Tennessee. And on February 18 we heard it from a federal judge—there are two variations. The first: There are plenty of ways for you to protest and deliver your message without breaking the law. The second: If you people would just put this time and energy into working for the change you want in the political system, you might get the change you seek. Both sentiments are either disingenuous or naïve. When things are really messed up, really—like a nation that preaches nonproliferation to others but is busy building bombs and bomb plants—and no one in power wants to do anything about it, and most people in power actually have disincentives to do anything about it—what is a responsible citizen to do? If the mess up is obvious enough, and distant enough, and done by someone else—trains full of Jews heading for Dachau, for instance—we know what a responsible citizen is to do, and judges and prosecutors, too. We wrote the Nuremberg Code, we the US. But God help the citizen in the United States who sees a terrible wrong being done by the government and tries to raise the alarm.

Plowshares Sentencing Shows U.S. Government Afraid Of Peace Activists

The judge rightly acknowledged that nothing would likely deter any of the three from considering future civil resistance actions, but he hoped lengthy sentences might slow down other like-minded individuals. Still, he clearly thought that the sentencing request was overkill. Thapar was also correct in saying that being nonviolent doesn’t mean they’re not dangerous. The question is, “Dangerous to what?” Wasn’t Daniel Ellsberg deemed “the most dangerous man in America” for releasing the Pentagon Papers? If the Transform Now Plowshares’ actions influence others to stand up for justice and against the threat presented by our nuclear arsenal, they are dangerous — but only to the militarized, self-destructive status quo. People are powerful, and if the government is going to threaten the world with nuclear weapons and not move to disarm, then people will stand in the way.

Nun Given 35-Month Sentence In Prison For Anti-Nuclear Peace Protest

"Please have no leniency with me," Sister Rice told the judge in her closing statement. "To remain in prison for the rest of my life would be the greatest gift you could give me." The nun and her two accomplices broke into the facility grounds by cutting through three fences with bolt cutters and sneaking past dogs and armed guards and a sign warning that trespassers risk becoming subject to deadly force. Once inside, the protesters splattered human blood on the wall of a $548 million storage bunker containing much of the nation’s bomb-grade uranium, spray painted Biblical slogans of peace, and defaced the exterior of the complex with a hammer. "The protesters put themselves at a high risk of losing their life in performing this act," a NationalNuclear Security Administration spokesman has said. "We are thankful that did not occur." The three activists managed to spend more than two hours inside the restricted area before guards found them singing and hanging banners. The three reportedly invited the guards to break bread with them and offered the guards a Bible, candles, and flowers.

Transform Now Plowshares Hearing Postponed, Packed With Supporters

The courtroom was full of supporters, and a second courtroom was pressed into service; that room filled and there were reports of people sitting on the floor to view the proceedings on a big-screen TV. As the judge prepared to begin the hearing, Bill Quigley asked if the handcuffs could be removed from the prisoners for the proceedings. The judge conferred with the US Marshals and the cuffs were removed. The judge eventually ruled the TNP trio would not be given downward departures for acceptance of responsibility. In the ensuing discussion about various cases and how they were interpreted, Judge Thapar in every instance chose the view most favorable to the prosecution, denying the defendants any benefit of the doubt, and stepping in to help the prosecution when it stumbled. Kathy Boylan took the stand in support of Michael Walli. She said, "In our world, our gas chambers are nuclear weapons. They are ready for use. The whole world is the concentration camp, prepared for omnicidal weapons unless we transform this reality. Michael is trying to save our lives. Your life, Judge Thapar. Your life, Mr. Theodore. All our lives." The courtroom was still for a long minute.

On January 18, 2014 activists from a Puget Sound-based nuclear abolition group engaged in a nonviolent direct action at the US Navy's West Coast nuclear submarine and nuclear weapons base. Members of Ground Zero Center for Nonviolent Action held a peaceful vigil and nonviolent direct action at the main gate to Naval Base Kitsap-Bangor in Silverdale, Washington. They protested the U.S. government’s continued deployment of the Trident nuclear weapons system, and increasing military presence in Asia due to its Asia-Pacific Pivot. Its continued reliance on nuclear weapons as an instrument of foreign policy by force projection is in contravention of both U.S. and international laws.

Despite more than 40 years of progress in disarmament talks, the U.S. has proposed a new wave of spending that threatens to restock and restart the nation’s nuclear arms program at a time that the Congress is considering renewing sanctions against Iran for its alleged nuclear development, and shortly after President Barack Obama announced his commitment to the end of nuclear weapon use. “Peace with justice means pursuing the security of a world without nuclear weapons, no matter how distant that dream may be,” the president said this past June in Berlin. According to a recent released report from the James Martin Center for Nonproliferation Studies, the U.S. seeks to spend approximately $1 trillion over the next three decades to maintain the nation’s current nuclear arsenal, including buying replacement systems, upgrading existing nuclear devices and replacing nuclear cores.

Judge Bland set the tone for the next three hours, as protest songs, jokes about national security and even the elderly reveries of Oblate Fr. Carl Kabat, 80, and Franciscan Fr. Jerome Zawada, 76, were permitted in the Kansas City municipal courtroom. The eight activists were pleading not guilty to charges of trespassing onto the relocated National Nuclear Security Administration's Kansas City Plant July 13. Since 1949, the plant has produced or acquired "about 85 percent of the components that go into a typical nuclear weapon," according to the Government Accountability Office. It took a year to move the nearly 3 million-square-foot facility 8 miles, and the relocation alone cost $80 million, according to a plant press release. On July 13, around 80 people gathered outside the plant's new location, including priests, sisters, Catholic Workers and local activists. They came to protest nuclear weapons stockpiling, as well as the environmental destruction and exorbitant cost of the plant's relocation. Twenty-four people were arrested after they walked through a full-sized wooden door (the same door that Stoever ultimately hefted into the courtroom) and onto plant property.

Sister Megan Rice presses the palm of her hand against the glass in greeting, her blue eyes welcoming her visitor in a cell opposite hers. Lamps illuminate her oval face framed by cropped hair like a white halo. Her uniform — a green-striped jumpsuit, sneakers and a gray blanket that covers her slender shoulders — is not the norm for a Roman Catholic nun, but she sees her presence in Georgia's Irwin County Detention Center as answering her Christian calling. The 83-year-old Rice has chosen to spend the final chapter of her life behind bars. She faces a possible 30-year prison sentence on charges of interfering with national security and damaging federal property, resulting from an act of civil disobedience she committed in July last year. Exhausted after hiking through the woods adjacent to the Y-12 National Security Complex in Oak Ridge, Tenn., that once provided the enriched uranium for the Hiroshima bomb, Rice, along with Michael Walli and Gregory Boertje-Obed splashed blood against the walls, put up banners and beat hammers "into plowshares" — a biblical reference to Isaiah 2:4, "They shall beat swords into plowshares and their spears into pruning hooks."
