A survivor from the Palestinian resistance offensive on Israeli settlements on 7 October says the Israeli army is “undoubtedly” responsible for killing many of their civilians. “They eliminated everyone, including the hostages, because there was very, very heavy crossfire,” 44-year-old mother of three Yasmin Porat told the Haboker Hazeh radio program on Israeli Kan radio last week. When the interviewer asked if Israeli troops were responsible for civilian deaths, Porat said, “Undoubtedly.” Her interview has been scrubbed from the online version of Haboker Hazeh and the Kan website; however, Electronic Intifada procured a copy and translated it from Hebrew.

On January 30, 1968, during the Vietnamese New Year festival, approximately 85,000 combatants from the National Liberation Front (the so-called “Viet Cong”) and North Vietnam staged a surprise attack all across South Vietnam. The scale and the audacity of the campaign was unprecedented. But more than that, it was the surprise element that stood out. The offensive targeted over 100 locations, including cities, towns and military installations, and the capital of South Vietnam, then known as Saigon, hitherto immune from large-scale fighting.

On the seventh day of its war in the besieged Gaza Strip, Israeli occupation forces ordered over 1.1 million Palestinians in the northern parts of the territory to evacuate their homes and move to the south in the next few hours on Friday, October 13. Israel claimed it may launch a ground offensive to clear Hamas operatives who are allegedly hiding in the territory, AP reported. The Israeli ultimatum includes the UN staff and all the shelters run by them for the Gazans who were displaced in Israeli bombings in the last seven days. The order has raised the fear of a looming ethnic cleansing of Gaza and expulsion of over a million Palestinians from their homes.

The Israeli occupation forces targeted over 150 locations across Gaza on Wednesday, October 11, the fifth day of their assault inside the besieged Palestinian territory. According to the latest numbers from local media and the Palestinian Ministry of Health, over 1,055 Palestinians have been killed so far including over 250 children. Over 5,000 have also been injured. Israel is also reportedly preparing for a ground offensive on Gaza and has amassed at least 100,000 soldiers and reserves on the border. Meanwhile, the humanitarian situation inside Gaza is deteriorating fast.

Osama Hamadan, senior spokesperson of Hamas, has told Al Jazeera that they are not attacking civilians. “You have to differentiate between settlers and civilians; settlers attacked Palestinians,” Hamdan said. “We are not targeting civilians on purpose. We have declared settlers are part of the occupation and part of the armed Israeli force. They are not civilians,” Hamadan added. His remarks came after a number of Western-backed rights groups, including Amnesty International, accused the resistance movement of killing “Israeli civilians” in their retaliatory strikes. Asked whether civilians in southern Israel were considered settlers, the Hamas spokesman said “Everyone knows there are settlements there.”

The UK and US governments have criticised, in unusually strong language, Israel's decision to approve one of the largest appropriations of Palestinian land for settlement in recent decades. The UK foreign secretary, Philip Hammond, said he deplored the move as "particularly ill-judged". However, Israel's economics minister, Naftali Bennett, who visited the Gush Etzion settlement in the occupied West Bank on Monday, applauded Sunday's decision as an "appropriate Zionist response to murder". Bennett said: "What we did yesterday was a display of Zionism. Building is our answer to murder." The settlement affects nearly 400 hectares (1,000 acres) at Gvaot near Bethlehem, which have been designated as state land, as opposed to land privately owned by Palestinians, clearing the way for the potential Israeli building. Israel's announcement comes after an apparently concerted effort by some of its officials and politicians to use the kidnap and murder of three religious students earlier this summer to justify the expropriation. The direct link between the murder of the three students, which shocked Israeli society, and the announcement suggests the move was designed in part as a punitive measure.

This was a major concession by Hamas, in opening Gaza to joint control under a technocratic government that did not include any Hamas members. The new government also pledged to adopt the three basic principles demanded by the Middle East Quartet comprised of the United Nations, the United States, the European Union, and Russia: nonviolence, recognition of Israel, and adherence to past agreements. Tragically, Israel rejected this opportunity for peace and has succeeded in preventing the new government's deployment in Gaza.

The world awaits with bated breath to see if the interim truce negotiated by US Secretary of State John Kerry will lead to a long-term ceasefire. But if US mediation is to be sincere and effective, the American government needs to take Hamas off its terrorist list and allow Hamas to be fully represented at the table. For the past month, Secretary Kerry has been traveling around the the Middle East trying to negotiate an end to the violence. He has had ongoing discussions with Israeli Prime Minister Netanyahu. He consults regularly with Palestinian Authority President Mahmoud Abbas. He’s convened with the governments of influential countries in the region, such as Egypt, Turkey, and Qatar. But there’s one glaring omission in his efforts as mediator: he doesn’t talk directly to Hamas, which has been on the US terrorist list since 1997. Conflict Resolution 101 says “negotiate with all relevant parties.” Senator George Mitchell, who successfully brokered the Good Friday Accord in Northern Ireland, said that serious negotiations were only possible once the British stopped treating the Irish Republican Army as a terrorist organization and began dealing with it as a political entity.

AS Hamas fires rockets at Israeli cities and Israel follows up its extensive airstrikes with a ground operation in the Gaza Strip, the most immediate cause of this latest war has been ignored: Israel and much of the international community placed a prohibitive set of obstacles in the way of the Palestinian “national consensus” government that was formed in early June. That government was created largely because of Hamas’s desperation and isolation. The group’s alliance with Syria and Iran was in shambles. Its affiliation with the Muslim Brotherhood in Egypt became a liability after a July 2013 coup replaced an ally, President Mohamed Morsi, with a bitter adversary, Gen. Abdel Fattah el-Sisi. Hamas’s coffers dried up as General Sisi closed the tunnels that had brought to Gaza the goods and tax revenues on which it depended. Seeing a region swept by popular protests against leaders who couldn’t provide for their citizens’ basic needs, Hamas opted to give up official control of Gaza rather than risk being overthrown. Despite having won the last elections, in 2006, Hamas decided to transfer formal authority to the Palestinian leadership in Ramallah. That decision led to a reconciliation agreement between Hamas and the Palestine Liberation Organization, on terms set almost entirely by the P.L.O. chairman and Palestinian Authority president, Mahmoud Abbas.
