Venezuela Border Conflict Mixes Drug Trafficking And Regime-Change

Beginning in mid-March, Venezuelan army units have been attacking and expelling Colombian operatives active in Apure state. These have long used Venezuela’s border region to prepare cocaine arriving from Colombia and ship it to the United States and Europe. The fighting has subsided; eight Venezuelan troops were killed. Seeking safety, 3,500 Venezuelans crossed the Meta River—an Orinoco tributary—to Arauca in Colombia. The bi-national border is unmonitored and long enough, at 1367 miles, to encourage smuggling and the undocumented passage of cross-border travelers, in this instance the embattled Colombians in Apure. Among these are armed paramilitaries, bands of former FARC-EP insurgents and narcotraffickers—pilots, truckers, laboratory workers, and more.

The recent upsurge in state and right-wing violence has left all of Colombia reeling, but Indigenous communities have been particularly affected by it. This is evident from recent data published in a report by the Human Rights Observatory of the National Indigenous Organization of Colombia (ONIC). The report revealed that between January 1st and March 9th of this year, a span of little more than two months, over 3674 Indigenous people in Colombia registered human rights violations. Buenaventura is the main port for Colombian foreign trade and the second largest city in the prosperous state of Valle del Cauca. Historically, the territory has been inhabited by Afro-descendants, indigenous peoples, and campesinos. Despite the diversity and cultural richness of this territory, it is primarily known for its high levels of poverty, difficulties in accessing public services, health, decent housing, and education. These conditions have derailed the lives of the inhabitants to unimaginable extremes. Colombia woke up on Wednesday with a new national strike in the country's main cities, amidst the coronavirus crisis and the increase in the numbers of massacres and murders of social leaders and former members of the then Revolutionary Armed Forces of Colombia - People's Army (FARC-EP). The president of the Central Workers Union (CUT), Diógenes Orjuela, explained that the strike would clarify the position of absolute rejection of the massacres and murders that have occurred in the country in recent months, as well as the repression exercised by the police.

On Wednesday, September 9, a video went viral in Colombia. It depicted a man repeatedly being beaten and tased by the police while he kept pleading “please, no more”. In a few hours, the man, Javier Ordóñez, would be dead and thousands would be on the streets of Bogotá and across the country demanding justice for him. Ordóñez, a lawyer and father of two, had stepped out with his friends when he was accosted by a group of police officers. As Ordóñez was being tortured, his friends begged the officers to lay off even while capturing their cruelty.

A US-sponsored military aggression against Venezuela could take place before the November 3 elections in that country. On August 22, Admiral Remigio Ceballos, chief of the strategic operational command of the Bolivarian National Armed Force (FANB), said that “The international intelligence agencies allied to Venezuela inform us that Colombia is preparing an aggression, and the FANB will respond with force and forcefulness to any aggression against the sovereignty and independence of Venezuela, under the command of our Commander in Chief Nicolas Maduro Moros”. Coinciding with this, they met in Bogotá with President Iván Duque, Faller together with Robert O’Brien, national security advisor to the White House, his deputy for Latin America, the Cuban-American Mauricio Claver-Carone, archenemy of Cuba and Venezuela and Trump’s candidate for president of the Inter-American Development Bank, and US ambassador to Colombia, Phillip Goldberg. Colombian President Duque Authorizes The Return Of US Troops

Colombia’s Defense Ministry Thursday informed that President Ivan Duque allowed the resumption of the U.S. Army’s cooperation work in the country after it was suspended by a court order. In July, Cundinamarca's Administrative Court ordered to suspend the U.S. Security Force Assistance Brigade (SFAB) activities after several senators’ complaints. Over 20 lawmakers claimed that Duque had violated political controls because he did not ask the Senate’s authorization to allow the transit of foreign troops in the national territory. Alternative Democratic Pole Party (PDA) Lawmaker Ivan Cepeda urged the government to analyze this decision as it is contrary to the Administrative Court’s decision. The Social Party National Unity (PSUN) Senator Roy Barreras also denied the alleged congressional authorization as the issue was never voted on.

The Alliance for Global Justice is extremely concerned with the recent increase of violence in Colombia. In our June 16, 2020 action, we asked you to sign a letter asking Members of the USA Congress to act immediately to protect the lives of social leaders, peasants, indigenous and Afro Colombians victims of the violence generated by the illegal arm forces present in their communities. Unfortunately, despite our efforts, the human rights situation in Colombia has worsened to disturbing levels. In 2020, there have been 43 massacres with most of the victims in the Colombia states of Nariño, Cauca, Valle del Cauca, Antioquia, Arauca, and Santander del Norte. A considerable increase happened in August after the Colombia Supreme Court ordered the house arrest of the Ex-President Uribe. During this month, there have been six massacres, with a total of 24 victims. Among the victims are six children, three indigenous Awa of the Pialapi Pueblo Viejo, in Nariño, and seven young men under 26 years of age.
