Venezuela: Community Organization Key To Fighting COVID-19

Venezuela has been under a nationwide quarantine since mid-March as the government battles to quash the coronavirus before it overwhelms its health system. In this endeavour, the government of President Nicolas Maduro faces many challenges, not least of which is the state of its embattled health system that has suffered from years of economic sanctions and the return of thousands of Venezuelans from neighbouring countries fleeing the horrors the pandemic has inflicted in the region. While, by April 9, Brazil to its east had registered more than 16,000 cases and 822 deaths and Colombia to its west, had seen its tally climb above 2000 cases and 54 deaths, Venezuela had only recorded 167 cases and 9 deaths. Key to this success are the existing community organisations, in particular the communes, that permeate Venezuelan society.

We, the undersigned organizations and prominent individuals, condemn the false claims of criminal charges by the US government against the President of the Bolivarian Republic of Venezuela and other high-ranking officials with the pretext of their alleged involvement in international drug trafficking. The US government is offering a $15 million bounty for information that would lead to the arrest of Venezuelan President Maduro. Bounties of $10 million are offered for the National Constituent Assembly President Diosdado Cabello, retired generals Hugo Carvajal and Clive Alcala, Minister for Industry and National Production Tareck El Aissami, and other Venezuelans. The US government indictments accuse the Venezuelan officials of participating in a “narco-terrorism conspiracy” with the Colombian guerrilla group FARC to “flood the United States with cocaine.”

In the midst of a desolate scenario, when the United States has become the country with the highest number those infected by the corona virus, President Donald Trump and his team of serial criminals like Elliott Abrams, Cuban-American Mauricio Claver-Carone, Marco Rubio and others, announced that their country and 22 other nations would launch a far-reaching operation against drug trafficking in the Western Hemisphere, deploying naval and air force military reinforcements in the Caribbean Sea and the South Pacific. From Venezuela, President Nicolas Maduro denounced this situation to the world, in an extraordinary letter to the governments while the majority of the countries of the world and even the United Nations are requesting that the United States lift the sanctions against Cuba, Venezuela, Iran and other countries, in view of the very serious emergency of a pandemic of this magnitude.

It seemed as though Venezuela was finally moving forward towards a negotiated solution to its political crisis, yet the naval deployment may sabotage the dialogue, as it was partially designed to do. The other purposes of the deployment were to distract from COVID-19 at home and to take advantage of the epidemic in order to increase the pressure on the Maduro government. It was a bizarre scene that played out on April 1 during the press conference announcing the deployment. CNN was covering the conference live, believing it to be about the pandemic; this belief was reasonable, as it was marketed as a coronavirus briefing and it came a day after that the government released an estimated COVID-19 death toll of anywhere between 100,000 to 240,000. As the White House argued that drug traffickers might exploit the virus, CNN cut away from the discussion of the “seemingly unrelated counternarcotics operations.”

It is surreal that the United States—during the COVID-19 global pandemic—chooses to put its efforts into this ridiculous, evidence-free indictment against Maduro and other members of the government. There is better use for the money put up as a reward in the overstretched hospital in Elmhurst in New York City. Already, there is pressure on the United States to cut the sanctions not only against Venezuela but also against Iran (even the New York Times came out on March 25 to call for an end to sanctions on Iran). The World Health Organization has made it clear that this is just not the time to hamper the ability of countries to get precious supplies in to tackle the pandemic. UN Secretary-General António Guterres has called for a ceasefire in conflicts; it is only a matter of days before he was expected to make a statement about sanctions.

Today, the United States is seeking to crush the Venezuelan experiment and to destroy all vestiges of the Bolivarian Revolution in the Hemisphere. The project includes securing complete control of Venezuela’s oil resources. But, in addition, the United States is committed to turning back history; decades of resistance from the Global South. Following the inspiration of the Cuban Revolution, the Bolivarian Revolution has constituted the most sustained threat to US global hegemony in the Western Hemisphere, and hence the international system. History has shown that John Bolton’s “troika of tyranny” is just the latest conceptualization coming from the Global North; a conceptualization that Professor Huntington warned of in 1976, as the “crisis of democracy;” that is, there was too much of it.

It is clear that the Trump administration is creating a smokescreen to cloud the improvised and erratic handling of the pandemic in the United States. The most optimistic forecast shows that close to 240,000 souls will be lost in the United States. From the beginning, Donald Trump downplayed and even denied it, the same way he has done with climate change. Today, the crisis in the United States aggravates simply because, despite having the resources, he is not willing to transform the healthcare system to prioritize full care for the population instead of profit-based private medicine, insurance companies, and pharmaceutical industry. The far-right government of Brazilian President Jair Bolsonaro is one of Washington’s closest allies in Latin America. It has played a major supporting role in the Donald Trump administration’s coup attempt against Venezuela, even supporting a terror plot against the government of President Nicolás Maduro. This March, the Bolsonaro administration signed a historic military agreement, bringing Brazil directly into the US imperial sphere of influence, essentially merging the country’s defense industry with Washington’s military-industrial complex. Days before the deal was finalized, however, Brazil’s former president, the left-wing labor organizer Lula da Silva, spoke out vociferously against US meddling in Latin America, harshly criticizing Washington’s putsch against Evo Morales in Bolivia and its ongoing coup attempt against Venezuela.

Associated Press reports the United States is sending naval ships to patrol the Caribbean as the US falsely accuses the Maduro administration with trafficking narcotics while ignoring the countries actually engaged in drug trafficking such as US allies Ecuador, Colombia and Honduras. "President Donald Trump announced Wednesday that Navy ships are being moved toward Venezuela as his administration beefs up counter-narcotics operations in the Caribbean following a U.S. drug indictment against Nicolás Maduro." AP adds, "The deployment is one of the largest U.S. military operations in the region since the 1989 invasion of Panama to remove Gen. Manuel Noriega from power and bring him to the U.S. to face drug charges. It involves assets like Navy warships, AWACS surveillance aircraft and on-ground special forces seldom seen before in the region."

IMF Conditions Emergency COVID-19 Loan To Venezuela On Regime Change

Earlier this month, the International Monetary Fund (IMF) blocked a request from Venezuela for an emergency loan to deal with the COVID–19 pandemic on the grounds that President Nicolas Maduro “lacked recognition.” “IMF engagement with member countries is predicated on official government recognition by the international community, as reflected in the IMF’s membership. There is no clarity on recognition at this time,” a spokesperson for the international banking organization said. In fact, around 150 countries recognize Maduro, including the vast majority of UN member states. Indeed, the UN itself has endorsed him, even placing Venezuela on the Human Rights Council. Crucially, however, the United States government has not.

Media Struggle To Defend Washington’s Cruelty Toward Venezuela And Iran

The request was not much of an “about-face” for Venezuela’s President Nicolás Maduro, because it was the same type of disaster relief loan the International Monetary Fund (IMF) gave to Ecuador in 2016 under former President Rafael Correa, another blunt IMF critic, after a massive earthquake. The loan was not one of the IMF’s infamous “structural adjustment loans” that impose a menu of right-wing economic policies such as tax cuts for the rich, privatization of state assets and public sector lay-offs. The IMF’s rejection of the $5 billion emergency loan for Venezuela is, all by itself, justification for Maduro’s “assassin” and “tool of US imperialism” charges against the fund. The IMF said that it refused the loan because “there is no clarity” on whether the “international community” recognizes Maduro’s government.

US Attorney General Barr’s indictments on March 26 against the government of Venezuela for narco-terrorism go beyond chutzpah. For starters, William P. Barr was chief counsel for the CIA airline Southern Air Transport implicated in the 1980s for running illicit drugs and related narco-terrorism during Iran-Contra. The US charges of drug trafficking against Venezuela are the height of hypocrisy. The world’s leading source of heroin is US-occupied Afghanistan; the US is the world’s largest cocaine market.

A group of 11 Democratic senators demanded that the White House temporarily suspend the coercive measures imposed on Venezuela and Iran in the face of the Covid-19 pandemic. The senators sent a letter on Thursday to the secretary of the State Department, Mike Pompeo, and to the secretary of the Treasury, Steven Mnuchin, to request the suspension for 90 days and allow the reception of humanitarian assistance, Hispan TV reported.
