Africa ‘All Out,’ 54-0, Against Joining Biden’s Proxy War On Russia

When President Biden announced sanctions against Russia over their February, 2022 invasion of Ukraine, he called it a battle of democracy over tyranny. He expected Africa to rally to the US lead. Unsurprisingly, not one of Africa’s 54 countries as joined US sanctions against Russia. Many are neutral; some even supporting Russia’s war to prevent NATO’s eastward expansion to Russia’s borders and gain independence of Ukrainian Donbas from Kyiv aggression that has killed thousands of Ukrainians there. Why unsurprisingly? For starters, the US was delusional Africa would follow America’s proxy war on Russia.

The US can’t seem to understand that the rest of the world, including Africa, doesn’t like to be pushed around. African nations’ refusal to reinforce US foreign policy in the UN General Assembly is a case in point. During the Assembly’s February 16 vote on a resolution “deploring” Russia’s action in Ukraine, nearly half the nations who abstained were African, 15 of the 32 , although only 54 of the UN’s 193 member nations are African. Those abstaining were Algeria, Angola, Burundi, Central African Republic, Republic of Congo, Ethiopia, Gabon, Guinea, Mozambique, Namibia, South Africa, Sudan, Togo, Uganda, and Zimbabwe.

The prime minister of Mali’s transitional government, Choguel Kokalla Maïga, concluded a visit to neighboring Burkina Faso on February 26, as both countries have moved to forge closer ties. Maïga met with his Burkinabè counterpart, Apollinaire Joachimson Kyélem de Tambèla, following which both delegations presented a cooperation agreement, emphasizing their commitment to making the “Bamako-Ouagadougou axis a successful model of sub-regional integration and South-South cooperation.” On matters of insecurity and armed conflict in the “Sahelo-Saharan strip,” the delegations noted the “need to combine their efforts with those of other countries of the sub-region,” and called for a “synergy of actions at the regional level.”

In a remarkable display of independence, South Africa defied NATO on February 24th when it conducted naval drills with Russia and China on the first anniversary of the conflict between Russia and Ukraine. Writer and analyst Steven Gruzd, sensing the anger of the imperialists, speculates: “I don’t think Western nations are going to let this one slide.” But to date, South Africa has not been intimidated. Obbey Mabena, a veteran of the ANC’s armed wing, while not speaking for the South African government, told CNN: “By default, we are on the side of Russia. And to us Ukraine [is] what we call a sell-out. It is selling out to the west.”

In 2021, the South African government was provided with funding of around €700 million (ZAR13 billion), from the German government to decommission its coal-based power stations in order to transition to green energy. True to their hypocritical nature, the Germans quickly reverted back to coal-fired plants when Russian president Vladimir Putin stopped supplying Russian gas to the rest of Europe. This dynamic is terribly familiar to countries of the global south. The Guinea-Bissauan revolutionary, Amilcar Cabral, already said in 1971: “Imperialism—as you know better than myself—is the result of the gigantic concentration of financial capital in capitalist countries through the creation of monopolies, and firstly of the monopolies of capitalist enterprises.” Cabral was assassinated, in January 1973, by fascist Portuguese just months before the PAIGC (Guinea Bissau’s anticolonial movement) succeeded in achieving Guinean independence.

Africa Objects To US Chairing UN Climate Fund, Citing Unpaid $2 Billion

Developed countries nominated the US Treasury’s Victoria Gunderson to jointly lead the UN flagship climate fund’s deliberations in 2023. These appointments are typically approved without discussion. On behalf of African board members, Kenyan environment official Pacifica Ogola raised an official objection. The US has contributed just $1 billion to the fund in its 12-year history, compared to $9bn from EU countries and $3bn from Japan. A further $2bn pledged under former president Barack Obama was never delivered. His successors Donald Trump and Joe Biden have not paid in a cent. Ogola stressed, in a letter dated 16 January, rich countries’ responsibility to inject money into the GCF and called for better enforcement of commitments. Approving Gunderson’s role must not “normalise the situation” of non-payers holding sway over decisions, she argued.

In the middle of the Sahara desert, half a million people resist and fight for their liberation. Under the slogan “intensify the armed struggle to expel the invader and build sovereignty,” the Polisario Front, the political organization that leads the Sahrawi Arab Democratic Republic (SADR), is holding its 16th Congress in Dajla – one of five Sahrawi refugee camps in the town of Tindouf, Algeria. After 30 years of ceasefire, this is the first Congress to be held again in the context of armed confrontation with Morocco. “All the human, financial, and material resources are sent to support the combat on the armed front. Before they were directed to other areas that will continue, but we must focus on the battlefield,” SADR’s Prime Minister Bucharaya Beyun declared. The Sahrawi Republic was founded in 1975, after gaining its independence from Spain.

While all eyes are currently and justifiably on the incoming, monstrous Israeli government, there are a few leftovers from the previous administration that are worth mentioning. The previous Israeli government is seen by many people as a kinder, gentler and more reasonable government than the one in place right now. However, while it is true that the current government is more frightening than anything we have seen the Zionists produce until now, we would do well to look at the policies enacted by that previous government so that we refrain from the mistake of seeing any Zionist government as reasonable or favorable in any way. While the numbers of Israeli atrocities and crimes are far too many to count, from time to time we come across something that stands out. This time it is the decision by Israel’s outgoing Minister of Interior to deny asylum to a woman who, if she returns to her native Sierra Leone, will have to undergo female genital mutilation.

As someone who spends a lot of time studying African conflict, I often witness and find myself drawn into discussion with groups demanding that “the international community” do something to stop genocide and mass atrocities in their country. Of course I sympathize with any community under attack because of their racial, ethnic, clan, national, class, or political identity, but why would anyone in Africa or elsewhere in the Global South expect “the international community”—meaning the US-dominated West—to stop genocide and mass atrocities? The US dropped a nuclear bomb on Japan even though the Allies had already won WWII in the Pacific, turned Korea and Vietnam into human barbecue pits during the 50s and 60s, and overthrew or attempted to overthrow 47 governments between 1949 and 2014.

Morocco, Western Sahara - Moroccan forces illegally occupying the Sahrawi Arab Democratic Republic (SADR) have come under repeated bombardment by the Sahrawi People’s Liberation Army (SPLA). Moroccan forces currently occupy over 80% of SADR, also known as Western Sahara, which remains classified by the UN as among the last countries still awaiting decolonization. On Friday, December 30, according to a statement by the Ministry of Defense of SADR, the SPLA “targeted the trenches of the occupation soldiers in several areas of the Mahbas sector.” The SPLA bombarded the positions of occupation forces in this region, in the northwest of occupied territory, for the third consecutive day on Friday. Attacks were also reported on December 28 and 29, inflicting “heavy losses in lives and equipment along the wall of humiliation and shame.”

The United States government held the US-Africa Leaders Summit in mid-December, prompted in large part by its fears about Chinese and Russian influence on the African continent. Rather than routine diplomacy, Washington’s approach in the summit was guided by its broader New Cold War agenda, in which a growing focus of the US has been to disrupt relations that African nations hold with China and Russia. This hawkish stance is driven by US military planners, who view Africa as ‘NATO’s southern flank’ and consider China and Russia to be ‘near-peer threats’. At the summit, US Defence Secretary Lloyd Austin charged China and Russia with ‘destabilising’ Africa. Austin provided little evidence to support his accusations, apart from pointing to China’s substantial investments, trade, and infrastructure projects with many countries on the continent and maligning the presence in a handful of countries of several hundred mercenaries from the Russian private security firm, the Wagner Group.

The European Union has sanctioned five members of different armed groups operating in the eastern Democratic Republic of the Congo (DRC), including the spokesman for the M23 militia. It did not, however, sanction Rwanda, Uganda or the Rwandan and Ugandan presidents, despite decades of UN Group of Experts reports that the militias operating in the eastern DRC are largely Rwandan and Ugandan, though they typically claim to be Congolese. I spoke to Nixon Katembo, Congolese journalist and executive producer with the South African Broadcasting Corporation, about the history of the conflict and the situation on the ground today.
