With the rise of the “knowledge economy” and the decline of industrial jobs and unions, some insisted that education is the answer to economic displacement. If you can’t earn a stable, living wage as a steelworker, go to college and become a nurse or a computer programmer. And if you didn’t make that choice, it’s your own fault that you’re struggling. After all, college was affordable, accessible, and varied. You could commute to campus, take evening classes, cover tuition with loans and grants, and work part-time or even full-time while you completed the degree that would transform your life.

School Privatization Groups Are Exploiting COVID Closure Debates

Schools around the country have once again been forced to make tough decisions about returning to remote learning due to the explosion of new COVID-19 infections resulting from the highly contagious omicron variant. Despite a recent poll showing that 56% of parents support the suspension of in-person learning to slow the spread of the disease, a counter-narrative has emerged, pushed hard by the mainstream media, that pits teachers (and particularly teachers’ unions) against parents. Earlier this week, in fact, in New York Magazine, liberal pundit Jonathan Chait defended Nate Silver’s widely criticized argument that likened schools moving to remote learning during a deadly pandemic to the Iraq War and placed the blame on “The Democratic Party’s left-wing vanguard” and teachers’ unions.

Student Debt Cancellation Is A Racial Justice Issue

With many of President Biden’s legislative priorities stalled, pressure is mounting on the administration to use executive authority to cancel student debts — a move that would substantially narrow racial wealth gaps. In a recent House floor speech, Rep. Ayanna Pressley pointed out that the student debt crisis disproportionately impacts the Black community. “But for too long,” Pressley said, “the narrative has excluded us and the unique ways in which this debt is exacerbating racial and economic inequities, compounding our gender and racial wealth gap.” Pressley joined Senators Elizabeth Warren and Chuck Schumer in a December letter to Biden asking that he consider using executive authority to cancel up to $50,000 in federal student loan debts.

No-Brainer Child-Care Programs Proving Popular

After decades of contentiousness, it’s surprising how quickly Canada’s new national child-care program has become as familiar and comfortable as your dog’s favourite squeeze-toy. Or maybe it isn’t surprising. Why wouldn’t Canadians welcome a program that makes their lives as parents so much easier, giving them the freedom to work if they want while sparing them the exorbitant costs—often compared to a second mortgage—of child care? Now that it’s arrived, the $30-billion national child-care program, announced by the Trudeau government last April after years of Liberal stalling and Conservative opposition, seems like a no-brainer. The aim is to provide $10-a-day child care across the country by 2026.

Wisconsin’s Rural Schools In ‘Crisis Mode’

No matter who you ask, whether it’s education association officials, university professors, researchers or the teachers themselves, they’ll all tell you the same thing: The number one problem facing Wisconsin’s rural school districts is finding — and keeping — enough teachers to teach in those districts. “The teacher shortage is an issue all across the country,” says Kim Kaukl, who worked for more than 30 years as a school administrator before becoming the executive director of the Wisconsin Rural Schools Alliance (WIRSA). “But it’s really exasperated out in the rural areas because of the location of many of our rural districts, especially when you’re trying to attract young people to come out to more remote areas.”

As Omicron Rages, Teachers And Students Fight For Safety Measures

Chicago Teachers Union members voted by 77 percent on January 4 to go fully remote until effective Covid mitigations to protect educators and students were approved by members and enacted, or until the current Covid surge subsided. Within a week they had a tentative agreement on mitigation measures. Members ratified it January 12 by 56 percent and returned to in-person teaching. With citywide positivity rates over 20 percent and hospitals overwhelmed, Chicago Public Schools had already faced staffing shortages the first few days of the year. When the district failed to implement adequate testing protocols, CTU members determined that the safety of students and educators once again required remote learning.

Strikes And Student Walkouts Spread Across US As Omicron Surges

Across the US, Omicron infections continue to explode, as “more children are being admitted to hospitals than ever before,” according to *CNN.* Vaccination rates among children remain low and community spread, accelerated by the holiday season and the return to in-person instruction, is rippling across the social terrain; hitting teachers, parents, and family members. In just the Los Angeles school district, “Approximately 65,000 students and staff members have tested positive for COVID-19, according to mandatory testing conducted by the district during the winter break.” The drastic spike in COVID cases has also been coupled with increasing shortages of medical staff, which has hindered the ability of many people to get tested and receive medical attention.

NYC Public High School Student: ‘The Situation Is Beyond Control’

As the Omicron variant continues to surge, despite 90,132 new positive cases reported in New York on Saturday and one in three Covid-19 tests coming back positive in New York City, schools have been forced to stay open with insufficient safety measures as many students, and staff continue to test positive. Eleven members of the United Federation of Teachers (UFT) Solidarity Caucus filed a lawsuit seeking mandatory remote learning until all students and workers can be tested, but Mayor Eric Adams continues to insist that schools must stay open at all costs, and even that schools are the safest place for students to be. Students and teachers are being forced to return to extremely unsafe conditions so that parents can go back to work and the economy can go “back to normal.”

Chicago’s COVID-19 Fight With Teachers Hangs Over A Second Week

Disputed issues included testing and metrics to close schools. The Chicago Teachers Union wants the option to revert to districtwide remote instruction, and most members have refused to teach in-person until there's an agreement, or the latest COVID-19 spike subsides. But Chicago leaders reject districtwide remote learning, saying it's detrimental and schools are safe. Instead, Chicago opted to cancel classes as a whole two days after students returned from winter break. Chicago Public Schools face the same pandemic issues as other districts nationwide, with more reverting to remote learning as infections soar and staff members are sidelined. But the situation in union-friendly Chicago has been amplified in a labor dispute that's familiar to families in the mostly low-income Black and Latino district who have seen disruptions during a similar safety protocol fight last year, a 2019 strike and a one-day work stoppage in 2016.

Oakland Students Petition For School District To Go To Remote Learning

Oakland, Calif. — Following a planned “sick-out” on Friday where more than 500 teachers across the Oakland Unified School District called out of work sick, hundreds of students within the district have come together in an online petition demanding increased COVID-19 protocols or else they’ll strike. Students at schools in Oakland Unified School District are now demanding increased COVID-19 protocols and supplies. If their demands are not met, they plan to boycott showing up for in-person classes. “We are demanding KN95 masks for all of the students because they’re not easily accessible to them, twice a week PCR and rapid tests for everyone on campus and more outdoor spaces to eat safely when it rains or if the district doesn’t want to give this to us, we demand a shift to online learning,” said Ayleen Serrano who a 10th grader at MetWest High School in Oakland.

US Public School Teachers Fight For COVID Safety

In New York City, around 200 public school teachers and community members rallied outside the Barclays Center on January 5 to demand safety measures as the COVID-19 positivity rate skyrockets. Organized by the MORE (Movement of Rank and File Educators) caucus of the NYC teacher’s union United Federation of Teachers (UFT), protestors demanded KN95 or N95 masks for all students, faculty and staff, weekly testing of all staff and students, repair or replacement of ventilation systems, excused student absences due to COVID surges and remote-learning options. “All of my students know that I’m here right now,” said Adam, a Brooklyn public school teacher. “I showed them the flyer on the projector and I told them that this is the answer, it’s here. It’s not City Hall who keeps us safe.”

Student Workers Of Columbia Reach Tentative Agreement

In the late hours of January 6, after more than two months on strike, the Student Workers of Columbia (SWC-UAW) reached a tentative agreement for their union’s first contract with Columbia University. Contract wins include significant raises for workers, bringing annual compensation for those on 9-month appointments to just over $40,000 and raising the minimum wage for hourly workers from $15 to $21. SWC members also won dental insurance, childcare stipends, and an emergency healthcare fund available to all union members. They also won full recognition of all student workers as part of the bargaining unit and provisions for neutral arbitration of harassment and bullying cases. Full details have yet to be released to the public.

Chicago Teachers Voted To Teach Remotely Amid Omicron Wave

As Covid-19 cases surge to record levels, the 25,000-member Chicago Teachers Union (CTU) is once again in a standoff with the city’s school system to increase safety measures for educators, students and communities. After Mayor Lori Lightfoot repeatedly refused the union’s proposals for stronger Covid-19 mitigations in Chicago Public Schools (CPS) amid the fast-spreading Omicron wave, 73% of CTU members voted Tuesday night to temporarily teach remotely. In response, Lightfoot and CPS cancelled all classes Wednesday and locked educators out of online learning platforms. “The mayor was extremely angry at the idea that people inside the schools would take action for ourselves,” said CTU President Jesse Sharkey.

100 Ohio School Districts File A Lawsuit Against EdChoice Vouchers

On Tuesday, 100 Ohio public school districts and the Ohio Coalition for Equity and Adequacy of School Funding filed a lawsuit challenging the legality of Ohio’s EdChoice Scholarship Program under the provisions of the Ohio Constitution. EdChoice is Ohio’s rapidly growing, publicly funded school voucher program. The *Cleveland Plain Dealer*‘s [Laura Hancock reported](https://www.cleveland.com/news/2022/01/100-school-districts-sue-ohio-over-private-school-vouchers-saying-they-unconstitutionally-take-money-from-public-ed.html): “A coalition of 100 school districts sued Ohio over private school vouchers Tuesday, saying that the hundreds of millions of public dollars funneled away from public schools have created an educational system that’s unconstitutional.” The lead plaintiffs are Columbus City Schools, Cleveland Heights-University Heights City Schools, Richmond Heights Local School District, Lima City Schools, Barberton City Schools, Cleveland Heights parents on behalf of their minor sons—Malcolm McPherson and Fergus Donnelly, and the Ohio Coalition for Equity and Adequacy of School Funding. The Cleveland law firm of Walter Haverfield is representing the plaintiffs. In their lawsuit, [plaintiffs declare:](https://vouchershurtohio.com/wp-content/uploads/2022/01/Final-Version-of-Complaint-03990616x9EF3B.pdf) “The EdChoice Scholarship Program poses an existential threat to Ohio’s public school system. Not only does this voucher program unconstitutionally usurp Ohio’s public tax dollars to subsidize private school tuitions, it does so by depleting Ohio’s foundation funding—the pool of money out of which the state funds Ohio’s public schools… The discrepancy in per pupil foundation funding is so great that some districts’ private school pupils receive, as a group, more in funding via EdChoice Vouchers than Ohio allocates in foundation funding for the entire public school districts where those students reside. This voucher program effectively cripples the public school districts’ resources, creates an ‘uncommon’, or private system of schools unconstitutionally funded by taxpayers, siphons hundreds of millions of dollars of taxpayer funds into private (and mostly religious) institutions, and discriminates against minority students by increasing segregation in Ohio’s public schools. Because private schools receiving EdChoice funding are not subject to Ohio’s Sunshine Laws or most other regulations applicable to public schools, these private facilities operate with impunity, exempt from public scrutiny despite the public funding that sustains them.” The Ohio Legislature incorporated a new “Cupp-Patterson” Fair School Funding Plan into the current biennial budget last June, but plaintiffs charge that the simultaneous expansion of EdChoice vouchers in that same budget has blocked the phase-in and full funding of that school funding plan: “The Ohio Department of Education funds EdChoice Program Vouchers from the budget appropriation designated for public schools. Because public funds are finite, funding EdChoice Program Vouchers out of the foundation funding designated for public school districts inevitably depletes the resources designated by the legislature for educating Ohio’s public school students. H.B. 110 (the state budget bill) initially incorporated the salient features of the Cupp-Patterson Fair School Funding Plan, a bipartisan effort to fund Ohio’s public schools adequately and equitably as required by the Ohio Supreme Court in *DeRolph v. State*…. However, due to the ballooning effects of the EdChoice program, the enacted version of H.B. 110 funded only up to one-third of the increases required by the proposed Fair School Funding Plan over the next two fiscal years.”  “(T)he Fair School Funding Plan was not fully funded due to the ballooning costs of the EdChoice Program. Only 16.67% of the Fair School Funding Plan is being funded through Fiscal Year 2022 and 33% of the Fair School Funding Plan will be funded through Fiscal Year 2023, as specifically delineated in H.B. 110.  This means the General Assembly will meet only a fraction of its constitutional obligation, *by the standards it has adopted,* to provide a thorough and efficient system of common schools for Fiscal Year 2022.” The new lawsuit charges that the Fair School Funding Plan had been formulated to address inadequate state funding of public schools over recent years: “Over the last decade, the formulas implemented by the General Assembly for funding Ohio’s public schools reflected the amount the General Assembly was willing to spend on public education, rather than the realistic cost of providing a thorough and efficient education to all of Ohio’s students. Due to budget freezes or minimal increases over the last decade, state funding to Ohio’s public school districts has not even kept pace with inflation since Fiscal Year 2011. Additionally, because the funding formula was frozen in Fiscal Year 2020-21 at the 2019 level, but vouchers and “community schools” (which is what Ohio calls charter schools) were funded by way of deductions from total school funding,  affected public school districts lost approximately $193 million in state funding during these formula freezes. In contrast, the per pupil EdChoice Program Voucher payments rose by 15% for a grade 1-8 voucher and by 25% for a grade 9-12 voucher for Fiscal Year 2022 alone.” The lawsuit delineates the losses in public school funding for one of the plaintiff districts: “The Cleveland Heights-University Heights City School District, for example, is expected to receive from the state of Ohio a total of approximately $5.6 million in foundation funding for Fiscal Year 2022 to educate the 5,000 students who attend its schools. The state of Ohio, however, will pay out over $11 million for private school tuition to the approximately 1,800 EdChoice Voucher recipients residing within the Cleveland Heights-University Heights City School District in Fiscal Year 2022. In other words, approximately twice as much public funding will be paid in Fiscal Year 2022 for private school tuition for CH-UH residents as the foundation funding allotted to the entire student body of the Cleveland Heights-University Heights District.” The Complaint names five counts: 1. “Creation of one or more systems of uncommon schools in violation of the Ohio Constitution, Article VI, Section 2.” 2. “Failure to secure a thorough and efficient system of common schools in violation of the Ohio Constitution, Article VI, Section 2.” 3. “Segregation in violation of the thorough and efficient system of common schools as provided in Article VI, Section 2 of the Ohio Constitution.” 4. “Diversion of funding in violation of the “No Religious or Other Sect Shall Ever Have Any Exclusive Right To or Control Of, Any Part of the School Funds of the State” clause of Article VI.” 5. “Declaratory Judgement—Violation of Ohio Constitution, Article I, Section 2 (asserted by Malcolm McPherson and Fergus Donnelly only).” This section continues: “No compelling or legitimate state interest can account for this discriminatory treatment of Plaintiff Students in comparison with their private school counterparts. No valid government explanation can justify spending two to ten times more per pupil to subsidize private school tuition than the per-pupil amounts paid by the state to educate Ohio’s public school students… Based on the foregoing, Plaintiff Students are also entitled to permanent injunctive relief barring further EdChoice Program payments to subsidize private school tuition made from the state’s foundation school fund.” At the [press conference where the lawsuit was announced](http://ohiocoalition.org/vouchers-hurt-ohio-and-ohio-ea-coalitionfile-lawsuit-against-private-school-voucher-program/), a member of the Richmond Heights Local School Board of Education, Nneka Jackson addressed the third count, that EdChoice Vouchers have illegally exacerbated racial segregation in Ohio’s public schools: “If someone tells you this is about helping poor minority children, hook them up to a lie detector test ASAP and stand back because the sparks are going to fly… About 40 percent of Richmond Heights residents are white. Before the EdChoice private school voucher program, about 26 percent of the students in the Richmond Heights School District were white and 74 percent were students of color. Today, after EDChoice, Richmond Heights is three percent white and 97 percent students of color. Private schools are allowed to discriminate, plain and simple, based on disability, disciplinary records, academic standing, religion and financial status. These are often proxies for race and other protected characteristics. Ohio is essentially engaged in state-sponsored discrimination in admissions and retention. You know who can’t do this? Public schools. Common schools.”

Michigan Teachers Discuss Collective Action To Close Schools

Michigan teachers took part in an emergency meeting Tuesday afternoon to organize collective action to close schools and stop the spread of COVID-19. The meeting, sponsored by the Michigan Educators Rank-and-File Safety Committee, included a large number of educators, parents and young people from Detroit and other Michigan school districts, as well as teachers from Illinois, Pennsylvania and New York. Also participating was a leader of the Educators Rank-and-File Safety Committee in the United Kingdom, where 218,000 new COVID-19 infections were recorded Tuesday. The emergency meeting was held as the Michigan Department of Health and Human Services (DHHS) reported that the state saw 61,235 new cases and 298 deaths between last Thursday and Monday.
