They give you an answer you don’t like, so you pretend you didn’t hear it. Probably all of us would cop to something like this at some time in our imperfect pasts. For most of us though, that pretending hasn’t included trying to hide $125 billion. The Pentagon has a little image problem: Google “Pentagon waste” and you get more than 500,000 hits, including stories about $600 toilet seats and $7,600 coffee makers.

Carter’s trip to Minot was the first he has taken to a nuclear missile base since becoming secretary of defense in February 2015. It coincided with the steady escalation of conflicts pitting the US against nuclear-armed Russia and China that threaten to ignite a new world war.

A US Department of Defense (DoD) research programme is funding universities to model the dynamics, risks and tipping points for large-scale civil unrest across the world, under the supervision of various US military agencies. The multi-million dollar programme is designed to develop immediate and long-term "warfighter-relevant insights" for senior officials and decision makers in "the defense policy community," and to inform policy implemented by "combatant commands." Launched in 2008 – the year of the global banking crisis – the DoD 'Minerva Research Initiative' partners with universities "to improve DoD's basic understanding of the social, cultural, behavioral, and political forces that shape regions of the world of strategic importance to the US." Among the projects awarded for the period 2014-2017 is a Cornell University-led study managed by the US Air Force Office of Scientific Research which aims to develop an empirical model "of the dynamics of social movement mobilisation and contagions." The project will determine "the critical mass (tipping point)" of social contagians by studying their "digital traces" in the cases of "the 2011 Egyptian revolution, the 2011 Russian Duma elections, the 2012 Nigerian fuel subsidy crisis and the 2013 Gazi park protests in Turkey."

The Pentagon inspector general report, entitled "Evaluation of DoD Use of Unmanned Aircraft Systems (UAS) for Support to Civil Authorities," obtained by USA Today through a Freedom of Information Act request, said that "less than 20" such missions occurred between 2006 and 2015, though they anticipate many more in the years to come.

Although the US never ratified the Kyoto Protocol, it won an opt-out from having to fully report or act on its armed forces’ greenhouse gas emissions, which was then double-locked by a House national defence authorisation bill in 1999. Under the Paris agreement, countries would not be obliged to cut their military emissions but, equally, there would be no automatic exemption for them either.

Katrina vanden Heuvel says there's an emerging populist agenda. Of course populist agendas tend to emerge in times of demobilization for election distraction -- that is to say, in moments when huge political party and NGO resources are being dumped into focusing attention on a distant election instead of on the crises and work at hand. Witness all the efforts to get Hillary Clinton, and not Barack Obama, to oppose the TPP. And of course the agendas don't actually emerge. There's nothing new about them. Millions of us have favored a living wage and free education and breaking up the banking monopolies for years. The point of having such ideas "emerge" is to create reservoirs of patience for not getting them and not even demanding them, but rather diverting one's interest into cheerleading for future saviors who will later treat campaign promises like, well, campaign promises.
