Rochester Voters Overwhelmingly Approve Police Accountability Board

City of Rochester voters on Tuesday overwhelmingly approved the creation of Police Accountability Board, setting the stage for a legal challenge from the union representing city police. Whether to create such a board was put to voters in the form of a referendum that, with about 50 percent of election districts reporting, passed by a vote of 76 to 23 percent. The board would have the power to review accusations of officer misconduct and to require the police chief to punish officers when the allegations are sustained. Under current law, only the police chief has the power to discipline officers.

Black Passengers Cited, Punished Disproportionately By Transit Enforcement

Seattle, WA - When fare-enforcement officers board a Sound Transit train, they begin at either end and work their way toward the middle. One by one, passengers tap their ORCA cards on handheld devices or show their tickets to prove they’ve paid. The practice is designed to be unbiased, the agency says, a safeguard against potential profiling by officers. But Sound Transit data shows this system is not preventing disproportionate punishment. While 9% of people who ride light rail and Sounder commuter trains are black, 22% of riders caught up in the fare-enforcement system over the last four years were black, according to rider surveys and enforcement data collected by Sound Transit. For black riders, the disparity grows as the punishment gets more severe, from warnings to $124 tickets to misdemeanor theft charges.

Missouri Sheriff’s Deputy Richard Crites was – and still is – posting anti-Muslim rants on his personal Facebook page. In Georgia, despite warnings from his chief, Abbeville police Officer Joel Quinn continues to post a steady stream of conspiracy theories and right-wing memes on Facebook, including recently sharing an anti-Semitic meme.

OAKLAND, Calif. (Sept. 30, 2019) – Activists in Oakland have ramped up efforts to take a first step toward limiting the impact of federal programs that militarize local police. American Friends Service Committee (AFCS) will host a community town hall on policing and military equipment in support of efforts to pass a city ordinance requiring approval by the Oakland City Council for the acquisition of military equipment, and use policies and reporting for military equipment that the Oakland Police Department has or obtains in the future. On a late March night in 2016, Jeremy Turnbull stood outside a friend’s apartment building in the Bronx’s Morris Heights neighborhood. Turnbull, then 25 years old, was frustrated. He had taken a cab to pick up his girlfriend and persuaded the driver to wait until she came outside. As Turnbull paced in front of the building, an unmarked police car approached. What happened next is disputed by defense attorneys and police. Police told prosecutors they approached the cab because it was double parked. Officer Valdrin Niqki said that when he got out of his patrol vehicle, he saw a bulge in Turnbull’s leather jacket—from 10 feet away.

In September of 2011, the state of Georgia executed Troy Davis— a man who the best evidence suggested was innocent. On February 26, 2012, 17-year-old Trayvon Martin was murdered by self-appointed community ‘guardian’ George Zimmerman in Sanford, Florida. Then Michael Brown was murdered by the Ferguson police and his lifeless body was left lying in the street for hours. And then Freddie Gray was murdered by the Baltimore police. And on, and on. These references, now long surpassed by crimes equally as brutal and egregious, are used to mark a moment in political history. Occupy Wall Street and Black Lives Matter arose to challenge the power that both motivated and legitimated them. The goal wasn’t to replace one oppressive power with another. It was to end repressive power.

Israel’s police has drawn up new regulations restricting the rights to civil protests, with those who break them committing “criminal offences”. Despite the Israeli High Court of Justice having permitted the holding of demonstrations of any size without the necessity for a permit two years ago, police are exploiting a loophole in which the term “protest event” will be used. This concept, which has not been mentioned in Israeli law until this day, consists of a demonstration of more than 50 people “aimed at expressing an idea, protest or message,” a vague and general description which can apply to any prominent rally.

On Thursday, the Colorado Springs Police Department released bodycam video footage of the police murder of 19-year-old De’Von Bailey. By Friday, a police department spokesperson announced that the two officers responsible for his death will return to active duty, indicating that it is unlikely that any charges will be brought. Bailey was shot to death on August 3. He was the 537th person to be killed by police in the US in 2019, according to records collected by the Washington Post. Thirty-three more people have been killed by cops in the two weeks since his death, bringing the total up to 570.

Wyatt Detention Facility Correctional Officer Put On Leave After Truck Drives Into Protesters

Officials at the Donald W. Wyatt Detention Facility have placed a correctional officer on administrative leave after a pickup truck drove into protesters who were blocking the entrance to the facility’s employee parking lot Wednesday night. Protest organizers said a 64-year-old man suffered a broken leg, internal bleeding and possibly a back injury. Amy Anthony, spokeswoman for Never Again Action, identified the man as Jerry Belair, of Warren. She said another person, whom she could not identify, was also injured by the truck.

Why would the Chicago Police Department be running background checks on people who sign up to speak at public meetings of the city’s police disciplinary panel? That is what many people want to know after a public records request conducted by the Chicago Tribune revealed that since January 2018, CPD has collected information on at least 60 people in advance of their speaking at the weekly meetings—a practice that police spokesman Anthony Guglielmi confirmed has been going on since at least 2013.

This weekend, after two mass shooters killed and injured dozens of people in Texas and Ohio, Rep. Steve Cohen tweeted, “You want to shoot an assault weapon? Go to Afghanistan or Iraq. Enlist!” Cohen, a Democrat from Tennessee, apparently did not take issue with the El Paso shooter’s desire to slaughter people of color — he merely wanted to redirect his bullets toward people of color outside of the United States. His tweet was a chilling reminder of how the United States’ militarism against other countries and its domestic manifestations of white supremacy replicate and reinforce each other.

Ramsey Orta’s resolute fight. The day after New York’s chief medical examiner ruled Garner’s death a homicide and Orta’s video went viral, NYPD’s finest began their revenge. By retaliating against him, they sought also to intimidate others from providing such stunning video evidence of police brutality. As Orta walked near his home, cops piled from a van and surrounded him, holding cameras in his face and sneering, “Smile, motherfucker.” They cuffed and arrested him claiming he had a gun — which he didn’t.

While it might be fair to say that the police enjoy support among the majority of the white population, the police enjoy no such support among the majority of Black people, who endure more frequent and harsher interactions with cops than whites. To be sure, white support for the police decreases proportionately with income. That is to say, poorer whites tend to support the police less because the police interact with them differently than with their wealthier white counterparts. By the same token, support for the police among Blacks tends to increase proportionately with increases in income, wealth and other privileges.

Detroit Police Commissioner Arrested For Questioning City’s Use Of Facial Recognition

Last night, a police commissioner in Detroit was arrested for questioning the city’s use of facial recognition at a public hearing. Commissioner Willie Burton, who is black, was surrounded by police officers and handcuffed from his place at the head of the meeting on Thursday night, shouting “get your hands off me!” as he was taken out of the room with hands behind his back and put into a police car. He was questioning the police department’s use of facial recognition known to be biased against people of color, in a city with a high proportion of black residents.
