TTIP

Newsletter: See You At The Barricades

By Margaret Flowers and Kevin Zeese at Popular Resistance. We are at a crossroads to either a future of global corporate governance or a chance for democracy. As Chris Hedges writes in his new book, "Wages of Rebellion: The Moral Imperative of Revolt," a revolution is coming but we can't guarantee which way it will go. Will you be there to fight for justice? You have an opportunity to do that now. This is the critical week to stop Fast Track legislation from passing in Congress. Fast Track could last for the next six years and would enable passage of not just the Trans-Pacific Partnership (TPP), but also the Trans-Atlantic Trade and Investment Partnership (TTIP) and the Trade in Services Agreement (TISA). There are different ways to define security. Some would say that security means a police or military force to protect people from those who might cause harm. Others would say that security means the government has a responsibility to make sure that the basic needs of its people are met which in itself would reduce crimes and the need for a violent security force. This is your food for thought for this week. How do you define security?

Europe’s Growing Rebellion Against US Trans-Atlantic Deal

BERLIN, GERMANY — The tide of public resistance against a proposed free trade agreement between the U.S. and the European Union is rising in Germany, as opponents become more firmly entrenched, insisting that the plan would harm democracy and rule of law. Around 43 percent of Germans say the Transatlantic Trade and Investment Partnership (TTIP) would be bad for the country, according to a recent poll by market research company YouGov. Only 26 percent think the country would benefit from it. Residents of other European countries appear to feel less negatively about the agreement. In France, one in three think the country would lose out, while in Great Britain it’s only one in five. "The more people know about TTIP, the more they are against it," explained Lena Blanken, a consumer rights activist with Berlin-based Foodwatch, a consumer protection organization. "In other European countries there is not yet such a broad and controversial public debate as in Germany — that’s why the opposition is the biggest here."

EU Dropped Pesticide Laws Due To US Pressure Over TTIP

EU moves to regulate hormone-damaging chemicals linked to cancer and male infertility were shelved following pressure from US trade officials over the Transatlantic Trade and Investment Partnership (TTIP) free trade deal, newly released documents show. Draft EU criteria could have banned 31 pesticides containing endocrine disrupting chemicals (EDCs). But these were dumped amid fears of a trade backlash stoked by an aggressive US lobby push, access to information documents obtained by Pesticides Action Network (PAN) Europe show. On 26 June 2013, a high-level delegation from the American Chambers of Commerce (AmCham) visited EU trade officials to insist that the bloc drop its planned criteria for identifying EDCs in favour of a new impact study. Minutes of the meeting show commission officials pleading that “although they want the TTIP to be successful, they would not like to be seen as lowering the EU standards”.

Senate To Move Forward With Debate On Fast Track

After yesterday's stinging defeat, the Democrats and Republicans in the Senate along with President Obama have reached an agreement to move forward with a debate on fast track trade authority. The Hill reports that "Under the agreement, senators will vote on two controversial bills favored by Democrats before moving to a wide-open debate on granting Obama fast-track authority to negotiate future trade deals." The Senate will vote at noon on a customs enforcement bill that includes currency manipulation language and the African Growth and Opportunity Act, which provides duty-free access for sub-Saharan African countries to sell many goods in the United States. These votes will be stand alone bills rather than combined with the fast track bill. At 2:00 the Senate will begin argument on whether to proceed to a full debate of fast track trade authority combined with trade adjustment assistance (TAA) a program to help US workers who lose their jobs because of the trade agreement. House leaders say they will consider fast track after the Senate passes the bill. Everyone agrees that they currently do not have majority support for fast track in the House. The movement's primary responsibility is to keep and build that majority opposing fast track in the House.

Corporate ‘Exorcism’ Held Outside London Law Firm

A group of radical performance activists who hail from New York staged an “exorcism” of corporate power outside an international law firm in London to raise awareness about the dangers of an EU-US trade deal being brokered behind closed doors. The group, Reverend Billy & The Stop Shopping Choir, conduct creative and political performances across the globe to preserve local communities, life and the imagination. On their website, they describe themselves as “wild anti-consumerist gospel shouters and Earth loving urban activists.” In a symbolic act of political protest on Thursday, the performance artists targeted the London office of global law firm King & Spalding over its role in Transatlantic Trade and Investment Partnership (TTIP) litigation.

Trojan Horse Highlights Opposition To Fast Track Of Secret Deal

Opponents of fast track trade authority from Popular Resistance, Public Citizen and Friends of the Earth rallied on Capitol Hill to welcome Japanese Prime Minister Shinzō Abe as he came to speak to a Joint Session of Congress with a three story tall Trojan Horse. The theme of the protest was 'No Fast Track for Secret Corporate Trade Deals'. Banners read "No Fast Track for Secret Trojan Treaties" and "Stop the TPP: Transparency Release the Text." There were also signs in Japanese which said: “U.S. citizens stand in solidarity with Japanese citizens against the TPP” and “TPP = Trojan Horse”Fast Track Trojan Horse 3 The Trojan Horse protest was part of opposition to fast track which is growing and escalating its actions. The escalation among opponents is coming at a time when the Republican leadership is admitting it does not have the votes to pass fast track and Republican senators are beginning to come out against fast track.

Pro-Israel Clause Added To Trade Debate Unanimously

U.S. lawmakers are quietly advancing legislation that would penalize international participation in the growing movement to boycott, divest from, and sanction (BDS) Israel for human rights abuses against Palestinians. With little notice, anti-BDS directives were injected into the "Fast Track" legislation that passed the Senate Finance Committee Wednesday night, despitebroad opposition to the bill, which gives the administration of President Barack Obama authority to ram though so-called "free trade" deals. An amendment, included in the bill and sponsored by Senator Ben Cardin (D-Md.), stipulates that, as a principle of trade negotiations, the U.S. should put pressure on other countries not to engage in BDS against Israel of any kind, including refusal to do business with settlements.

As Fast Track Moves In Committees, Opposition Builds

Things are rapidly changing on Capitol Hill around fast track trade authority for the Trans-Pacific Partnership and other corporate trade agreements. The article we wrote below, published in MintPress News, was written a few days ago but there are already important updates. The two Committees are very likely to pass the fast track and related bills. They are dominated by those in favor of fast track and "free" trade, then the real battle begins with the full House. The best estimates, as described below, have a majority of the House opposed to fast track, but pressure will be put on Congress by the White House, Republican leadership and mega-corporations so the movement against rigged corporate trade must escalate its actions. A good place to start is Stop Fast Track where you will be directed how to take action. If you are in the DC area sign up to be part of the rapid response team that Popular Resistance has developed

Newly Leaked TTIP Draft Reveals Far-Reaching Assault

A freshly-leaked chapter from the highly secretive Transatlantic Trade and Investment Partnership (TTIP) agreement, currently under negotiation between the United States and European Union, reveals that the so-called "free trade" deal poses an even greater threat to environmental and human rights protections—and democracy itself—than previously known, civil society organizations warn. The revelation comes on the heels of global protests against the mammoth deal over the weekend and coincides with the reconvening of negotiations between the parties on Monday in New York. The European Commission's latest proposed chapter (pdf) on "regulatory cooperation" was first leaked to Friends of the Earth and dates to the month of March. It follows previous leaks of the chapter, and experts say the most recent iteration is even worse.

Tens Of Thousands Protest Rigged Corporate Trade

Thousands of people marched in Berlin, Munich and other German cities on Saturday in protest against a planned free trade deal between Europe and the United States that they fear will erode food, labor and environmental standards. Opposition to the Transatlantic Trade and Investment Partnership (TTIP) is particularly high in Germany, in part due to rising anti-American sentiment linked to revelations of U.S. spying and fears of digital domination by firms like Google. A recent YouGov poll showed that 43 percent of Germans believe TTIP would be bad for the country, compared to 26 percent who see it as positive. The level of resistance has taken Chancellor Angela Merkel's government and German industry by surprise, and they are now scrambling to reverse the tide.

Rep. Levin: ‘I’m Out To Defeat The Hatch-Wyden Bill’

Levin said that by failing to address Democrats' concerns about the deals, Obama and the sponsors of the TPA legislation had dramatically raised the chances that opponents will seek to block the measure. "The administration has essentially given us the power to defeat TPA," Levin said during a discussion with reporters in which he released seven pages of objections to the fast-track legislation that he said had not been addressed. The Michigan Democrat's comments may be of particular concern to the administration because while Levin had previously been critical of the trade negotiations, he had not come out against granting Obama the fast track. That's no longer the case. After Hatch, Wyden and Ryan culminated negotiations with the White House over TPA that excluded Levin and other Democrats, Levin announced his opposition in no uncertain terms. "I'm out to defeat the Hatch-Wyden bill," he said Friday.

More Than 500 Cities Protest Rigged Corporate Deals

Today, April 18, tens of thousands of people in over 500 cities across the world are taking action against corporate trade and investment regimes that are threatening our environment and human rights. From a picket in the Philippines to a public forum in Ecuador and a direct action in Australia, participants in this unprecedented "Global Day of Action" are taking back control of our democracy. Trade and investments agreements are no longer just about import tariffs, but about a range of issues that determine the food we eat, the energy we use and the ability of our governments to regulate in the public interest. As of today, four massive new global trade agreements are being negotiated away from public scrutiny, despite the fact that they will affect the lives of over 1.5 billion people.

Fast Track Introduced, Opposition Grows Against Rigged Trade

Yesterday, Senator Orin Hatch (R-UT), Senator Ron Wyden (D-OR) and Rep. Paul Ryan (R-WI) introduced a fast track bill that they will be pushing hard to get through the legislative process as quickly as possible. A hearing is planned for next Thursday in the Senate Finance Committee to mark-up the bill and perhaps vote on it. Hatch and Wyden spoke in flowery terms about the bill at a hearing on April 16, 2015 but when all the flowers are removed, not much has changed. The bill is a transfer of constitutional responsibility for trade to the president. The statements were misleading at best and at the announcement people working with Popular Resistance decided we needed to show our opposition. We stood up and turned our back on the committee as US Trade Representative Michael Froman was testifying. We also protested outside of the Dirksen Senate Office building showing our opposition to fast track for rigged corporate trade. One of their talking points is there are nearly 150 congressional objectives in the bill implying this gives Congress a role in setting the direction of the bill. But, the Trans-Pacific Partnership has been negotiated in secret by the Obama administration since 2009 and is nearly complete so how are these 150 objectives going to be met?

Oregonians Are ‘Mad as Hell’ About Trade Deals

According to people I’ve talked to on the ground in Oregon, that may be something close to what many residents there are feeling right now. But instead of shouting out the window, Oregonians are petitioning and phoning their senator, Ron Wyden, to ask him to oppose granting so-called fast track authority to President Obama. Granting that authority would allow the president to speed two dangerous international trade pacts through Congress, and Wyden, the ranking member of the Senate Committee on Finance, is a critically important figure whose support will be necessary for the passage of the agreements—known as the Trans-Pacific Partnership, or TPP, and the Trans-Atlantic Trade and Investment Partnership, or TTIP.

Wikileaks Publishes Controversial Investment Trade Chapter

The TPP Investment Chapter, published today, is dated 20 January 2015. The document is classified and supposed to be kept secret for four years after the entry into force of the TPP agreement or, if no agreement is reached, for four years from the close of the negotiations. The Investment Chapter highlights the intent of the TPP negotiating parties, led by the United States, to increase the power of global corporations by creating a supra-national court, or tribunal, where foreign firms can "sue" states and obtain taxpayer compensation for "expected future profits". These investor-state dispute settlement (ISDS) tribunals are designed to overrule the national court systems. ISDS tribunals introduce a mechanism by which multinational corporations can force governments to pay compensation if the tribunal states that a country's laws or policies affect the company's claimed future profits. In return, states hope that multinationals will invest more.
