US Funded NGO’s: New Face of Destabilization in Latin America

By Staff for Telesur. Starting in 1999, the United States has increasingly lost the ability it once had to determine policy in Latin America. The Bolivarian Revolution that began in Venezuela quickly grew throughout the region, and over the decade the idea of reclaiming national sovereignty through regional integration gained momentum. A decade later, organizations like ALBA, CELAC and Unasur were formed by countries from Latin America and the Caribbean, who came to consensus on the benefits of excluding the United States (and to a lesser extent, Canada). Also during this time, the United States government began putting an increasing amount of resources into organizations operating in Latin America. Under seemingly altruistic pretexts—including environmental promotion, defense of human rights, and strengthening democracy—these organizations received U.S. dollars often to intervene in the political affairs of country whose policies fall out of line with U.S. policies and objectives.

US Spent $4.2M in 2015 to Destabilize Venezuelan Government

In 2015, the United States government earmarked at least US$4.26 million for Venezuela through the U.S. Agency for International Development, or USAID, with much of this going to organizations undertaking anti-government work. Almost US$2 million of these funds were funneled through the National Endowment for Democracy (NED), an organization created in 1982 purportedly "dedicated to the growth and strengthening of democratic institutions around the world." Of these funds, US$849,223 were allocated for "civic" or electoral purposes including the creation of an "interactive online platform connecting citizens to National Assembly candidates," along with US$160,813 for the promotion of "free market" reforms. Some US$505,796 were disbursed for media purposes including funds to "radio programs", "alternative channels to generate and disseminate news and information","local independent journalists and alternative media outlets in defending freedom of expression and democracy" as well as for training "journalists on investigative journalism and the use of social media in disseminating news."

US Aid Package To Israel Incentivizes War

By Grant Smith for Anti War - On September 14, 2016, the United States and Israel signed a "memorandum of understanding" (MOU) pledging $38 billion in "security assistance" to Israel over ten years. The agreement replaces a similar MOU signed by the Bush administration. However, the Obama administration claimed two key differences on its MOU web page. First, Israel is not allowed to lobby Congress for hundreds of millions in additional funds from its embassy and US affinity organizations. Second, more of the ten-year allotment must be spent on US military contractors rather than inside Israel.

The U.S. is finalizing a new 10-year memorandum of understanding (MOU) which will reportedly boost that aid to between $4 billion and $5 billion per year, up from its current $3.1 billion annually. However, U.S. aid to Israel violates longstanding bans on funds to non-signatories to the Nuclear Non-proliferation Treaty (NPT) with nuclear weapons programs. Many have wondered why these bans are never enforced, but none have had standing to mount a challenge—until now.

Today this former “spook” is running a multibillion dollar “aid agency” with thousands of employees or “contractors” operating world wide. Who knows who is an agent and who is a real aid worker when it comes to USAID.

The two party system is deeply embedded in law and political consciousness so it is very hard for a party challenging Wall Street to be successful. Wall Street and big business are the dominant funders of both parties, the corporate media echoes their message and debates managed by the two parties through a phony “debate commission” keep out alternative views. People challenging that system have little opportunity to get their message out and be viable in the rigged US democracy. The relationship between movements and elections is complicated to navigate but to succeed we will need both an electoral and non-electoral movement that are independent of the corporate duopoly.

While Normalizing Relations With Cuba, US Still Funds Destablization

Some critical tools of destablization are the National Endowment for Democracy and the US Agency for International Development. These groups have been involved in a multiplicity of coups and destablization efforts. They have been caught in a series of covert operations in Cuba during the Obama administration. They were also central to the coup in the Ukraine and they were involved in the mass protests in Hong Kong over the last year as well as in Venezuela and other nations. This type of work used to be done by the CIA, no doubt the CIA still takes such actions, but now these "democracy" and "aid" agencies have been added to the team. Despite movement toward normalization of relations with Cuba, the US has allocated $30 million to so-called democratization of Cuba.

The use of Agent Orange constitutes a war crime with devastating effects on the people in Vietnam not only during the war but even today. The U.S. military knew that its use of Agent Orange would be damaging, but, as an Air Force scientist wrote to Congress, “because the material was to be used on the enemy, none of us were overly concerned.” In recent years, however, the U.S. has begun to fund cleanup and treatment programs for Agent Orange victims. The timing of this change in policy comes as the U.S. military has been building a relationship with the Vietnamese military as part of the so-called “Asian Pivot.” Yet this relationship has been impaired by the United States’ failure to properly deal with Agent Orange. Funding for Agent Orange damages is being used to open the door to greater U.S. military involvement and influence in the region, but it will also allow an expansion of U.S. covert operations in Vietnam that set the stage for the U.S. to install a “friendlier” government, if necessary for U.S. hegemony in the region. This funding is coming through the U.S. Agency for International Development (USAID), which has close ties to the CIA and a long history of covert intelligence and destabilization. Vietnam is experiencing a greater U.S. military presence along with USAID and the National Endowment for Democracy, also known for fomenting regime change.

Called "Revenue Watch" it claims to be "a non-profit policy institute and grantmaking organization that promotes the effective, transparent and accountable management of oil, gas and mineral resources for the public good. Through capacity building, technical assistance, research and advocacy, we help countries realize the development benefits of their natural resource wealth." In reality, it is a Wall Street-London centric front of monolithic proportions that ensures foreign competitors, including nationalized companies, are prevented from exploiting in many cases their own national resources, so that they may be reserved instead for the West's corporate giants to plunder them. In many cases, this includes funding and organizing opposition groups to take to the streets and physically stop ongoing projects under humanitarian and environmental pretenses.
