Except for the hum of US helicopters flying overhead, there was a deafening silence throughout the Caribbean region, during the recent Operation Tradewinds, Progressive and Pan-African forces did not utter a word, as soldiers from Guyana, Brazil, Bahamas, Barbados, Belize, Bermuda, Dominican Republic, Jamaica, and Trinidad and Tobago participated in this region-wide military exercise with army personnel from the United States of America, the United Kingdom, Canada, France and the Netherlands. We were told that Operation Tradewinds was “a US Southern Command sponsored combined joint exercise conducted with partner nations to enhance the collective ability of defense forces and constabularies to counter transnational criminal organizations, conduct humanitarian assistance, and disaster relief operations.”

Chevy Chase, MD - You have likely not heard of them, but Creative Associates International (CAI) is one of the largest and most powerful non-governmental organizations operating anywhere in the world. A pillar of soft U.S. power, the group has been an architect in privatizing the Iraqi education system, designed messenger apps meant to overthrow the government of Cuba, served as a front group for the infamous Blackwater mercenary force (now rebranded as Academi), and liaised with Contra death squads in Nicaragua. As such, it has functioned as “both as an instrument of foreign policy and as a manifestation of a broader imperial project,” in the words of Professor Kenneth Saltman of the University of Illinois, Chicago.

It is an irrefutable fact that the United States orchestrated, financed and unleashed the violent coup attempt in 2018 against the democratically elected FSLN government. Spokespeople of the U.S. establishment, from former president Trump, extreme right-wing senators and deputies, all the way down the food chain of its formidable ‘regime change’ machinery, including National Security Advisor John Bolton, the CIA, the National Endowment for Democracy (NED) and, of course, USAID, repeatedly stated their aim was to bring about ‘regime change’ in Nicaragua. In this connection, the significance of U.S. Nicaraguan proxies is ephemeral and purely utilitarian (does anybody remember Adolfo Calero, Miami-based Contra leader?).

The concept of Pan-Americanism has been a contested space since the early nineteenth century between the Bolivarian project of uniting the newly independent states of Latin America against foreign interference, on the one hand, and Monroeism, which has sought to establish the Americas as a protectorate of the U.S., on the other.[1] The idea that the U.S. has the historic mission of leading a process of Pan-American unity against any European incursion contains the contradiction of introducing a new process of colonization, with all its multiple hierarchies of domination (race, class, gender, culture), but this time by Washington, in the name of regional autonomy and mutual assistance.

On June 23 of this year, 184 countries of the United Nations General Assembly voted in favor of an end to the US embargo on Cuba. It was the 29th consecutive year where virtually all countries, except the US and Israel made this demand. In recent years the Cuban media has denounced millions of dollars of US funding, through organizations like the National Endowment for Democracy (NED) to create and fund opposition media and the organization of youth. Cuban President Miguel Díaz-Canel Bermúdez on July 11 rejected the smear campaigns of the US media hegemony in the midst of the Covid pandemic with the intensification of the illegal economic, financial and commercial blockade imposed by the United States.

When Vice President Kamala Harris visited the U.S.-Mexico border in El Paso, Texas, on June 25, she repeated the claim she made during her trip to Guatemala and Mexico earlier that month: The Biden administration is serious about addressing the root causes of Central American migration. “This issue cannot be reduced to a political issue,” Harris said. “We’re talking about children, we’re talking about families, we’re talking about suffering, and our approach has to be thoughtful and effective.” Toward this end, the administration has set forth a four-year, $4 billion proposal to increase assistance to El Salvador, Guatemala and Honduras, “conditioned on their ability to reduce the endemic corruption, violence, and poverty that causes people to flee their home countries.”

Today, the Bolivarian Alliance for the Peoples of Our America (ALBA-TCP) held a meeting of Environment Ministers of its member states to plan for a people’s climate summit that will draw up proposals for the UN Climate Change Conference (COP26) in November. Meeting participants agreed to convene in Venezuela, which will be followed by a people’s conference in Cochabamba, Bolivia. The people’s conference “will count with the participation of groups particularly vulnerable to climate change; youth, women and indigenous peoples of the world, with the aim of adopting a declaration with a view to the COP 26 of Glasgow,” said ALBA General Secretary, Sacha Llorenti. Participating Environment Ministers stressed the need for proposals outside the traditional free market solutions that have failed to challenge the crisis.

Two hundred years ago, on 24 June 1821, the forces of Simón Bolívar trounced the Spanish royalists at the Battle of Carabobo, a few hundred kilometres west of Caracas, Venezuela. Five days later, Bolívar entered Caracas in triumph; the Spanish fortresses of Cartagena and Puerto Cabello had been seized by the Liberator’s armies, making a return to power for Spain impossible. In Cúcuta, a congress assembled to draft a new constitution and to elect Bolívar as the president. Bolívar, now the head of the Republic of Gran Colombia (today’s Colombia and Venezuela), would not rest. He got on his horse and rode south towards Quito, where Spain’s forces remained and would eventually be defeated on 24 May 1822 at the battle of Pichincha. It would take two more years to eject Spain from the hemisphere, but the trend was inevitable.

Pedro Castillo’s Victory Raises Hopes Beyond Peru

Peru’s long-standing polarity between a large extension of coastal region, where the nation’s wealth is concentrated, and the much-neglected interior was on full display in the June 6 presidential election. But the polarity was not just geographical. It wasn’t just that the winning candidate, Pedro Castillo, received the lion’s share of his votes from the interior, known as the “Other Peru.” Nor that Lima and other coastal cities favored Keiko Fujimori, particularly in middle class districts. The election also pitted two candidates with very dissimilar backgrounds against each other: Fujimori, a former first lady and three-time presidential candidate with the solid support of the nation’s elite, against Castillo, who is the epitome of an outsider. Castillo, a primary school teacher since the age of 25, has never held an elected office.
