Piñera Signs Decree Calling Constitutional Referendum

Chile's President Sebastian Piñera Friday signed the decree that summons the constitutional plebiscite on April 26, 2020, which will allow Chileans to decide whether or not they want a new constitution. "We are going to live a transcendent period in these 121 days that we have until the plebiscite," Piñera said at an event carried out at the Palace of La Moneda in Santiago. This process seeks to change the constitution generated under the tutelage of the dictator Augusto Pinochet (1973-1990), which is one of the main demands that citizens have raised in the protests that have developed continuously since October. On April 26, 2020, besides deciding whether or not to support a constitutional change, Chileans will choose between two mechanisms for drafting the new constitution.

Chile: TV Broadcast Live When Two Armored Cars Crushed Citizen

During the protests that took place at Dignity Square on Friday, Chile’s Military Police deliberately ran over Oscar Perez, a young citizen who was crushed between two armored vehicles. The scenes of the police attack were broadcast live on local television. In the video, it can be seen that while an armored car closes Oscar's way, the other armored car takes a turn, accelerates towards the citizen, attacks him, and runs him over his back. Stated differently, the police used two armored cars to run a "hammer-and-anvil" move against an unarmed civilian.

The United Nations Conference of Parties, COP25, climate meetings to continue working on the Paris Climate Agreement ended recently. They took place in Madrid Spain rather than Chile because of popular uprisings against neoliberalism in Chile. We speak with Anne Petermann of the Global Justice Ecology Project. Petermann has been attending the COP meetings since the early 2000's. Her organization chose to stay in Chile. We speak with her about what is going on there and about the COP meetings - whether they are effective or not - and what people need to be doing to deal with the climate crisis effectively. Petermann explains why many of the 'solutions' being put forward are false and harmful paths. We also provide current news and analysis.

On November 14, Chile's indigenous nations called for a day of peaceful solidarity, remembrance, and ritual in Santiago's central square, which still bears its colonial name, Plaza de Armas (Weapons Square). It was the one-year anniversary of when police in the south of Chile killed a Mapuche man, Camilo Catrillanca. On all four sides of the square (about the size of two soccer fields) we counted and photographed no fewer than 40 heavily armed police in military-style riot gear and about five tear gas tanks and two water cannons. This was not for one of the bigger gatherings 10 blocks away in what the pro-democracy protesters now call Dignity Plaza. This massive show of force unlike anything I've seen in the US - supposedly to "keep the peace" - was for about 2000 people who gathered in front of the nation's Catholic Cathedral in order to pray to the four directions, light candles, sing songs, fly flags and dance.

I wonder if either Time or Greta heard about the 15 year old girl in Chile put in the hospital with a critical brain injury by the same country running this year’s UN Climate Summit (COP25)–where Thunberg spoke today, after receiving the award, about the importance of outrage. While Greta spoke about the power of outrage at COP25, it was not ironically cracking down on dissent and ejecting civil society groups en masse over a non-violent protest of ongoing inaction and injustice.

Eliecer Flores has been out in the streets of Santiago protesting Chile’s political and economic model since day one. He had to take a break, though, after one of the pellet projectiles fired by police hit him in the right eye. “My eyeball burst,” Flores, 30, told Toward Freedom. “I got to keep the eye, but not any vision.” A father of a nine-month-old baby and proud stepdad of a 13-year-old, Flores is originally from Cañete, a city of 34,000 in the Biobio region, 400 miles south of the capital. Growing up in poverty, Flores witnessed injustice and theft by the government, he said.
