US DEA Used Criminals To Spy On, Destabilize Venezuela, Mexico, Bolivia

Numerous reports in major media outlets have documented how the US government has used the Drug Enforcement Administration (DEA) in order to spy on and try to destabilize left-wing governments in Latin America. DEA meddling schemes have targeted Venezuela’s President Nicolás Maduro, Bolivia’s former President Evo Morales, and Mexico’s President Andrés Manuel López Obrador. In these scandals, the DEA has collaborated with known criminals, including drug traffickers and money launderers, to launch sting operations against leftist politicians. The Associated Press revealed this February that the DEA “sent undercover operatives into Venezuela to surreptitiously record and build drug-trafficking cases against the country’s leadership”.

Latin American Nations Back South Africa’s Case Against ‘Israel’

The government of Venezuela spoke up this Tuesday to confirm its support for South African authorities who, in a case filed with the International Court of Justice (ICJ), have accused Israel of genocide in Gaza, Palestine. In a statement, the foreign minister of Venezuela, Yván Gil cited the Israeli entity’s repeated violations of the Convention on the Prevention and Punishment of the Crime of Genocide. “Venezuela, as a country committed to peace diplomacy, recognizes South Africa’s firm and historic step in defense of the Palestinian people and international law,” wrote Gil. Likewise, he stated that Venezuela advocates that South Africa’s case be supported by the entire international community.

Bolivia has joined the ranks of countries who support South Africa’s historic case against Israel at the International Court of Justice (ICJ) for the ongoing genocide in Gaza. The Hague is set to initiate public hearings on the matter on January 11. In a statement on January 7, the Bolivian government recognized “that South Africa took a historic step in the defense of the Palestinian people, a leadership and effort that should be accompanied by the international community that clamors for the respect for life”. Bolivia was among the countries, including South Africa and Bangladesh, who had submitted an appeal to the International Criminal Court (ICC) on November 17 to investigate the crimes being committed in Palestine, including genocide.

As anger increases in the United States, Canada, and Europe over their leaders’ refusal to take a firm stand against the ongoing Israeli atrocities against Gaza, it is Latin America that is leading the way. On October 31, Bolivia announced that it was severing diplomatic relations with Israel — the first country in the Americas to do so since the beginning of the “al-Aqsa Flood” some three weeks before. In a statement, the nation’s foreign ministry explained that this was “in repudiation and condemnation of the aggressive and disproportionate Israeli military offensive occurring in the Gaza Strip, which threatens international peace and security.” Announcing the decision before the General Assembly of the United Nations, its spokesperson added that Israel is a state “that is disrespectful of lives, of peoples, of international and humanitarian law.”

The split in Bolivia’s ruling political party has become official. President Luis Arce and vice-president David Choquehuanca are no longer part of the MAS (Movement towards Socialism) party, which ratified the decision, informally announced on the 24, to present former president Evo Morales (2006-2019) as its candidate in the 2025 elections. The MAS held its tenth congress from October 3-4 in the town of Lauca Ñ, a coca growing region in the center of the country. On that occasion, the party decreed the “self-expulsion” of Arce and Choquehuanca, for not attending the meeting, and of 20 other deputies aligned with the Arce government.

In various sectors of the Venezuelan opposition, in the mainstream media or in the usual middle-class “political science trotskyist” circles, a new chant is circulating. The slow exit from the Western blockade is due to the fact that Nicolas Maduro has finally “embraced capitalism” or “taken a neoliberal turn”. For Alberto Barrera Tyszka of the New York Times (1), neoliberalism is even the economic arm of Maduro’s “dictatorship”. “El Alto on his feet, never on his knees!” is a slogan that reflects the combative character of the inhabitants of this indigenous Aymara city in Bolivia, which since 2003, has shaped the country’s history. This city led the uprising against the privatization of natural resources in 2003, and then the defense of democracy in the face of the 2019 coup. Both struggles resulted in numerous massacres against those of El Alto who stood up to defend the country. Located at more than 4,000 meters above sea level, it mostly comprises migrants from rural areas between La Paz and the Peruvian border.

Meta has been at it again. It deactivated 363 Facebook accounts of Cuban users, in addition to 270 pages and 229 groups, as well as 72 from Instagram. The operation covered other social networks such as YouTube, TikTok and Twitter, and included hundreds of pages of Bolivian citizens. As is often the case, it hit two leftist governments without providing any evidence of violation of the platforms’ community policies. What’s new in this raid? Little, actually. We were in our distinct regions when the coup took place. I was the first to leave my province because we met with the grassroots organizations, and they decided, “You are the representative of this province. While we defend our [vote] in the streets, you need to defend it in Parliament. Whatever it takes, you have to get back into Parliament.” I was able to re-enter, and I stayed there, while the rest were on the outside in the streets, communicating with us –they told us everything that was happening– they were being tear-gassed and arrested, they were chased, some lost their shoes, their aguayos or bundles. I chose the role of security inside Parliament. The right wanted to shut down Parliament and rule all branches of government.

Bolivia - Bolivia is living through continuous threats of violence and destabilisation by the far-right minority based in the eastern province of Santa Cruz, which intends to break the constitutional order, and argues that they are fighting a communist dictatorship. On November 30 2020, the former MP Lidia Patty filed a complaint to the Prosecutor’s Office against the coup plotter Luis Fernando Camacho, his father Jose Luis Camacho, former comanding officer of the armed forces General Williams Kaliman, former commanding officer of the police and others, for crimes of terrorism, conspiracy and sedition committed in the coup 2019, which resulted in the resignation of the then president of the Plurinational State of Bolivia Evo Morales. This case is known as “Coup d’etat 1” and lists all the illegal measures taken by Luis Fernando Camacho and his accomplices. Camacho has been summoned four times to make his statement, but he has refused to take part, undermining due process with a clear intention of obstructing legal process.

Laura Richardson, the Chief of the U.S. Southern Command, which oversees military operations in Central America, South America, and the Caribbean, spoke about the importance of Latin America’s resources for U.S. foreign policy in an interview with the U.S. think tank Atlantic Council. “Why is this region important?” Richardson asked. “With all its rich resources and rare earth elements, there is the lithium triangle, which today is necessary for technology. Sixty percent of the world’s lithium is found in the lithium triangle: Argentina, Bolivia, Chile.” She also pointed out that “the largest oil reserves, including light and sweet crude, [were] discovered off Guyana more than a year ago.” The general also mentioned Venezuela’s rich oil, copper, and gold resources. Social movements that made the declaration include the COB workers confederation, the campesino confederations (CSTUCB, Interculturales), and indigenous organizations (CONAMAQ, Bartolinas). Peruvians Block Roads In Cusco And Puno

After a few days of truce due to the festivities, Peruvian farmers, workers, merchants, transporters, and other citizens of the Cusco and Puno regions resumed massive protests to demand the resignation of President Dina Boluarte, the call for early general elections, and the release of former President Pedro Castillo. Roadblocks to the south and north of the country have managed to restrict vehicular traffic on the main Peruvian highways, which has relatively paralyzed normal economic activities. One of the main interconnection roads between Peru and Bolivia, the road from Puno to the city of Desaguadero, is completely blocked by social organizations that joined the strike called for Wednesday.
