33 Countries Meet In Honduras At The Annual CELAC Summit

Honduras expects to receive 33 representatives at the upcoming annual meeting of the Community of Latin American and Caribbean States (CELAC), a regional organization founded on December 3, 2011, in Caracas, Venezuela. Since 2013, member countries have held annual summits in various locations, except for 2022. According to the president of Honduras, Xiomara Castro, the meeting, to be held on Wednesday, April 9, signifies “a step towards the unity of Latin America and the Caribbean, facing global challenges such as climate change, drug trafficking, and migration.” CELAC was created to foster regional unity in the face of the most pressing geopolitical challenges, as well as create an alternative to the US-dominated Organization of American States (OAS).

President Donald Trump’s administration invoked the “state secrets privilege” to prevent a United States court from reviewing the abduction of immigrants, mostly Venezuelans, who were flown to El Salvador and Honduras. A number of explainers related to the Venezuelan migrants case have been written about the state secrets privilege. One in particular from CNN suggested that Trump had broken with “past practice.” Most of them gloss over or omit similarities between this case and the 1953 case known as U.S. v. Reynolds, which established the state secrets privilege.

Prospera, if you haven’t come across it before, is a libertarian mini-state which is funded by crypto investors and tech oligarchs including Thiel and DOGE recruiter Marc Andreessen. Operating outside of Honduran law and run by a small council of venture capitalists and crypto libertarians who set their own laws and regulations, Prospera is under threat from the president of Honduras, Xiomara Castro, who wants to strip it of its special legal status.

In a national broadcast, President Castro said “After the threats of the US Ambassador accusing the Chief of Staff of the Armed Forces and the former Secretary of Defense of being drug traffickers, I ratify that the peace and internal security of the Republic are at risk.” She continued, “The plan to destroy my socialist and democratic government and the next electoral process is underway.

The Honduran government has slammed the US for attempting to initiate a “coup d’etat” in the Central American country, after the media outlet Insight Crime released decade-old footage appearing to show the current president’s brother-in-law negotiating a payment with men who later confessed to trafficking drugs. The tape was leaked amidst a diplomatic spat with the US over the Honduran government’s friendly relations with Venezuela following its disputed elections in July. Days before the footage emerged, Honduran president Xiomara Castro hinted at its release while announcing an end to a longstanding extradition deal with the US: “I will not allow the instrument of extradition to be used to intimidate or blackmail the Honduran Armed Forces.”

Honduran President Xiomara Castro announced on August 28 that she ordered the suspension of the extradition agreement between her country and the United States. The move was in response to comments made by the US Ambassador to Honduras, Laura Dogu, regarding different high-ranking Honduran officials who had traveled to Venezuela. The Honduran head of state wrote in a post, “The interference and interventionism of the United States, as well as its intention to direct the politics of Honduras through its Embassy and other representatives, is intolerable. They attack, disregard and violate with impunity the principles and practices of international law, which promote respect for the sovereignty and self-determination of peoples, non-intervention and universal peace.

The former president of Honduras Juan Orlando Hernández was found, this Friday, guilty of international drug trafficking by a jury in New York. His tax process, considered historic, concluded in his guilt of three crimes imposed by the US prosecutor, the former president may even face life imprisonment for their charges. According to the prosecutor’s office, Hernández created a narco-state during his eight-year presidency, 2014-2022. He was also convicted of arms trafficking and weapons possession.
