When US Acting Deputy Secretary of State, Victoria Nuland, traveled to South Africa on July 29, her reputation as a blunt instrument of Washington’s hegemonic interests preceded her. According to a veteran South African official who attended meetings with the senior US diplomat in Pretoria, however, Nuland and her team were demonstrably unprepared to grapple with recent developments on the African continent — particularly the military coup that removed Niger’s pro-Western government hours before she launched her multi-stop tour of the region. “In over 20 years working with the Americans, I have never seen them so desperate,” the official told The Grayzone, speaking on the condition of anonymity.

The world’s attention will be on the city of Johannesburg next week as Brazil, Russia, India, China, and South Africa will convene the 15th annual BRICS Summit (August 22-24). Organized under the banner of “BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism,” this year’s conference could potentially usher in a new era of cooperation among the global South. Over 40 countries have expressed their interest in joining BRICS, including 23 countries that have officially applied for membership. Meanwhile, leaders from 71 countries across the Global South have been invited to participate in the upcoming conference’s dialogues.

The coup in the West African state of Niger on July 26 and the Russia-Africa Summit the next day in St. Petersburg are playing out in the backdrop of multipolarity in the world order. Seemingly independent events, they capture nonetheless the zeitgeist of our transformative era. First, the big picture — the Africa summit hosted by Russia on July 27-28 poses a big challenge to the West, which instinctively sought to downplay the event after having failed to lobby against sovereign African nations meeting the Russian leadership. Forty-nine African countries sent their delegations to St. Petersburg, with 17 heads of states traveling in person to Russia to discuss political, humanitarian and economic issues.

With immediate effect, the Republic of Niger, under the leadership of new president General Abdourahamane Tchiani, and supported by the people of the country, announced the suspension of the export of uranium and gold to France on Sunday. In parallel to the decision, protestors were surrounding the French Embassy in Niger calling for the end of French colonial practices repeating the slogan “Down with France!” and reaffirming their support to the coup leader, Tchiani. Wazobia Reporters, a Nigerien news website,reported one protestor proclaiming “We have uranium, diamonds, gold, oil, and we live like slaves? We don’t need the French to keep us safe.”

On the night of 19-20 March, 2003, the US air force began bombing the Iraqi capital, Baghdad. The EU and NATO were deeply divided on whether to join the aggression: While newer NATO members from Central and Eastern Europe were in favor of the war, European heavyweights Paris and Berlin opposed it. The Iraq war also marked the onset of diplomatic coordination between Moscow and Beijing at the UN Security Council (UNSC). The two countries began in 2003 to apply similar voting patterns in the Council, first on Iraq, then on Libya in 2011, and over Syria in several key votes. That early Russia-China UN coordination has, 20 years later, transformed into a determined joint policy toward “guarding a new world order based on international law.”

December 3, 2023 will mark the 200th anniversary of the Monroe Doctrine. It will also mark its obsolescence in the face of popular resistance and the Pink Tide of progressive governments in Latin America that have been elected over the past two and a half decades. The prevailing ideology of these left and left of center movements rejects the “Washington Consensus” and opts for a new consensus based on the decolonization of the political, economic, social and cultural spheres. This consensus is accompanied by encounters and conferences that advance liberatory traditions developed since the 1960’s as well as those deeply rooted in indigenous cultures. It is Washington’s failure to respect and adjust to this political and ideological process of transformation that precludes, at this time, a constructive and cooperative U.S. foreign policy towards the region.
