US officials frequently talk about the “rules-based international order”, and label other countries as “rogue states” if Washington doesn’t like their policies. But a look at votes in the United Nations clearly shows that the United States consistently opposes the will of the entire international community. The world saw a striking example of this on November 2, when almost every country on Earth supported a UN General Assembly resolution that called to end the US embargo against Cuba. Only two countries voted against the measure: the United States and Israel. Just one country abstained: Ukraine.

Human rights attorney Craig Mokhiber left his United Nations post with a resignation letter excoriating the U.N. response to Israel's devastating war on the Gaza Strip—a four-page document that has been circulating on social media this week. Mokhiber, who has spent decades with the U.N., was serving as the New York director for the Office of the High Commissioner for Human Rights (OHCHR). His letter to the agency's leader, Volker Türk, is dated October 28—when Israeli forces were shifting to the "second stage" of a war that has killed thousands of Palestinians in Gaza in retaliation for a deadly Hamas-led attack on Israel.

Instead of supporting peace, Washington has sent more weapons and military aid to Israel. Meanwhile, mainstream Western human rights organizations have clearly stated that Israel is carrying out rampant war crimes, wiping out entire families. A top UN expert warned “that Palestinians are in grave danger of mass ethnic cleansing”.

The ‘Multilateral’ Invasion Of Haiti Is A Smokescreen For US Imperialism

On Oct. 2, the UN Security Council voted to approve a “multinational security support mission” in Haiti—ostensibly for the purposes of stopping gang violence and restoring law and order. Led by Kenya, this multinational force will be comprised of security forces from mostly Caribbean and Latin American countries. Despite receiving the blessing of the Security Council, this “security support mission” is not an official UN mission. Rather than being funded by the UN, the mission will be primarily funded by the US, which has already committed $200 million. This latest military intervention, should it materialize, will be the fourth foreign occupation of Haiti in 30 years.

Once again Haiti is the victim of imperialist intrigues, with no other nation willing or able to act on its behalf. The United Nations vote to authorize an occupation of Haiti, the tenth such occurrence in the last 30 years, was given tacit approval by Russia and China, who chose to abstain rather than use their Security Council veto power to stop this latest aggression. Thirteen other Security Council members voted to approve what is called a security mission that will quell gang violence. The mission is paid for by the U.S. Department of Defense, while Kenya is taking the lead by providing a force on the ground.

Israel Tells 1.1 Million Gazans To Evacuate In Under 24 Hours

On the seventh day of its war in the besieged Gaza Strip, Israeli occupation forces ordered over 1.1 million Palestinians in the northern parts of the territory to evacuate their homes and move to the south in the next few hours on Friday, October 13. Israel claimed it may launch a ground offensive to clear Hamas operatives who are allegedly hiding in the territory, AP reported. The Israeli ultimatum includes the UN staff and all the shelters run by them for the Gazans who were displaced in Israeli bombings in the last seven days. The order has raised the fear of a looming ethnic cleansing of Gaza and expulsion of over a million Palestinians from their homes.

On October 3, Kenyan President William Ruto welcomed the UN Security Council’s decision endorsing the deployment of foreign troops to Haiti. A Kenyan High Court has temporarily blocked the deployment of Kenyan police officers to Haiti after petitioners challenged the move. “A conservatory order is hereby issued restraining the respondents from deploying police officers to Haiti or any other country until October 24, 2023,” Judge Chacha Mwita said on Monday. The joint petition, filed by former presidential candidate Ekuru Aukot and others, argues that Kenya’s constitution restricts police officers ability to operate within the country’s borders.

As it did last year, the 2023 United Nations General Assembly has been debating what role the United Nations and its members should play in the crisis in Ukraine. The United States and its allies still insist that the UN Charter requires countries to take Ukraine’s side in the conflict, “for as long as it takes” to restore Ukraine’s pre-2014 internationally recognized borders. They claim to be enforcing Article 2:4 of the UN Charter that states “All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.”

The United Nations General Assembly (UNGA) has primarily been a demonstration of a world that has turned its back on Palestine and is determined to allow the wholesale killing of Palestinians to go on uninterrupted. Sadly, there was no one to represent the Palestinian people. Tragically, Mahmoud Abbas, a man who stands at the head of an organization that enables the ongoing suffering of the Palestinian people, was introduced as the “President of the State of Palestine.” Abbas’ performance was a farce. He resorted to language that was outdated and irrelevant. His remarks constituted little more than begging for an international “peace conference” and the implementation of the Two State Solution.

At its fifteenth summit in August 2023, the BRICS (Brazil-Russia-India-China-South Africa) group adopted the Johannesburg II Declaration, which, amongst other issues, raised the question of reforming the United Nations, particularly its security council. To make the UN Security Council (UNSC) ‘more democratic, representative, effective, and efficient, and to increase the representation of developing countries’, BRICS urged the expansion of the council’s membership to include countries from Africa, Asia, and Latin America. The declaration specifically noted that three countries – Brazil, India, and South Africa – should be included if the UNSC’s permanent members are expanded.

Among those featured to speak at the GA was Dina Boluarte, the current coup leader of the Andean country of Perú. Since December 7th, 2022, the Peruvian masses have organized themselves and mobilized against this U.S. backed coup led by the far right dominated Congress beholden to local and international elite interests that ousted democratically elected president Pedro Castillo Terrones.

United States: End Detention Of Venezuelan Special Envoy

UN experts* today urged the government of the United States of America to end the prolonged pre-trial detention of Alex Nain Saab Morán, a Venezuelan Special Envoy, arrested and extradited to the US on money laundering charges. Saab was appointed as a Special Envoy by the Government of Venezuela in April 2018 to undertake official missions in Iran to secure humanitarian deliveries to Venezuela, including of food and medicine. In July 2019, he was placed under US sanctions for allegedly being responsible for inter alia engaging in transactions or programmes administered by the Government of Venezuela. On 12 June 2020, during his third trip to Iran, while in transit through Cabo Verde, he was arrested and detained by local authorities.

A meeting of the Group of 77 and China took place on September 15-16 in the Republic of Cuba where frustrations with the existing world system were articulated by the participants. A declaration  issued at the conclusion of the summit demanded the restructuring of the existing economic order which continues to be dominated by the capitalist mode of production, exchange and social relations. Founded in 1964, today the organization has 130 member-states from Africa, Asia-Pacific, the Caribbean and Latin America. The summit has a rotating chairpersonship shared by all of the geopolitical regional affiliates. The summit occurred during a period of intense hostilities from the United States and the North Atlantic Treaty Organization (NATO) towards the Russian Federation and the People’s Republic of China.

Latin America’s Progressive Bloc Lines Up Against Washington Sanctions

The shift to the left that is currently taking place in Latin American governments could be felt in the presidential speeches at the 78th session of the United Nations General Assembly (UN), which is being held this week. These governments were particularly unified in their disagreement with the application of U.S. sanctions against Venezuela and Cuba. There was also a consensus among them to protest the inclusion of Cuba in the “list of countries sponsoring terrorism” maintained by the U.S. Government. Since the inauguration of Brazilian President Luiz Inácio Lula da Silva and Colombian President Gustavo Petro, criticism of these policies has become common in this type of forum.
